Join a newly formed team with a mandate to modernize government and drive significant change with a focus on business process engineering applying lean principles. It is about being more effective and efficient as a government, driving improved service experience to residents and businesses through speed and quality.
As a member of the Process Engineering Team, the Business Transformation Consultant is a key contributor to the delivery of the City of Toronto Digital Government. She/he provides analytical services that contribute to the implementation of business process improvements in support of the transformation of City services to help business units realize efficiencies and cost savings while significantly improving customer experience.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Prepares business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of Technology assets and services that will lead to service efficiencies and optimization of processes and resources.
- Documents and analyzes business processes, business requirements, input costs and output levels and conducts workflow analysis and business process modelling.
- Prepares documentation, including but not limited to requirements definitions, cost estimations, environmental scans, process models and technology roadmaps in support of all stages (Concept, Definition, Planning, Execution) of a project or initiative.
- Conducts analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
- Develops options for procedures, business process reviews, management practices, and recommends changes to support management functions and improves efficiency and effectiveness of service delivery.
- Designs or modifies business processes in accordance with the Business Process Model and Notation (BPMN) standard.
- Designs or modifies technology solutions for efficiencies and measuring/tracking the cost and effectiveness of service delivery.
- Prepares reports to management supporting recommendations on changes in technology solutions, business methods, business rules, policies and business processes including appropriate staffing levels and resource allocation.
- Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
- Identifies, analyzes, rationalizes and optimizes business processes, inputs and outputs at a detailed level by interviewing, documenting and facilitating business process review/re-engineering sessions with stakeholders.
- Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ emerging technologies and/or process redesign to effectively deliver City services.
- Identifies potential business integration opportunities through knowledge of industry trends and related divisional projects.
- Organizes, participates and conducts proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new technologies and processes.
- Along with key stakeholders, develops and documents standard operating policies and procedures and develops appropriate training programs.
- Contributes and builds a Centre of Excellence through ongoing interaction and sharing of lean six sigma best practices and standards with professionals across all divisions.
- Supports continuous improvement initiatives from concept through to implementation and benefits realization.
Qualifications:
- Post-secondary graduate education in business, engineering, computer science or other related discipline, or an equivalent combination of education and experience.
- Considerable experience in analyzing and implementing organizational design, business process modelling, business requirements elicitation and management, business systems, strategic plans, and management structure development
- Experience supporting continuous improvement projects from concept to implementation focussing on streamlining organizations and processes
- Certification and/or experience applying Lean Six Sigma techniques for continuous improvement projects would be an asset.
- Experience in using process design software (e.g. Rational Modeler, Visio), business requirements management and quality assurance tools (e.g., Blueprint, HP QC) and project management software (e.g., MS Project).
- Superior analytical, interpersonal, problem-solving, conflict resolution and problem solving skills.
- Excellent oral and written communication skills
- Ability to prepare, organize and present project documentation (e.g. business case, feasibility study, project plans, presentations etc.).
- Extensive analytical conflict resolution and problem solving skills.
- Ability to identify risks by thoroughly assessing implications of proposed solutions.
- Demonstrated ability to work with minimum supervision.
- Strong organization skills with the ability to handle multiple tasks and projects concurrently and meet deadlines.
- Knowledge of legislation, city policies, city collective agreements and accounting practices would be an asset.
