Role Purpose
Purpose of Senior Programme Officer job is to supports the successful delivery of the co-funded EU Support to Higher Education in ASEAN Region (EU SHARE). Postholder will provide project management supports and coordinate internal and external resources. In doing so, adheres to British Council’s standards for project, contract, and financial and client management.
Opportunities and Challenges
Working with a professional and supportive team and an organisation with a culture on professional development; chance to organise some of the most exciting, engaging and high-quality events in the Higher Education sector across ASEAN; large, complex and strategic programmes require control processes, therefore, you will need to quickly familiarise yourself with British Council and EU compliance policies and support awareness with the rest of the team.
Main Accountabilities
The Senior Programme Officer is accountable to the Programme Manager in support of successful delivery of the EU-funded SHARE programme.
Compliance with British Council and EU standards and systems
Manage information created and received in compliance with the British Council’s information management standards, policies, the UK data protection principles, EU and local legislation; work with the Programme Manager to ensure effective mechanisms for project office management and effective and compliant systems in place, including procurement management, IT solutions, information management, ensuring overall office functionality and to meet audit and ISO requirements.
Programme Management standards
Deliver events management and logistical arrangements that are delivered effectively and to British Council standards and expectations; Policy Dialogue events are managed, arranged, and facilitated to the standards of client and the British Council; provide all relevant logistics support in line with corporate standard such as (gather quotation references, etc.)
Sound Financial Management
Support the Programme Manager to ensure sound financial management and planning aspects of the programme: working with the Finance Manager/Officer to oversee external and internal reporting, budget management and forecasting and client (i.e. the EU) invoicing.
Programme Administration
Support management of the project office/s, including coordinating the expected Programme Office move to ASEAN Secretariat; general administrative tasks including taking minutes, handling logistics of events or meetings (venue, ticket and hotel booking, catering and vendor, etc) including digital/remote meetings; support in record management of contracts with partners, suppliers, consultants and maintain database in accordance with Data Protection standards; attend meetings with partners and beneficiaries and follow up any action points, including taking meeting notes and recordings actions/decisions.
Requirements
- Candidate must have the right to live and work in the country in which the role is based
- Criminal record check required and additional HR screening
- The job may require some occasional business trips nationally and internationally within the ASEAN region. It could involve occasional weekend / evening work
- Must be fluent in English and Bahasa Indonesia
- Has proven experience on event and logistical management which demonstrate ability to manage large, complex projects; planning and coordinating activities alongside multiple stakeholders in a short period of time
- Has significant experience in event management, planning and implementation
