Job Description - Community Services Manager

Based in Hokitika on the South Island’s beautiful West Coast, surrounded by the natural beauty of mountains, rivers and lakes, this is an opportunity to be part of and contribute to a growing vibrant community.

We are seeking a dynamic and motivated Community Services Manager to lead the community service functions of Council and promote initiatives that foster the wellbeing of Westland. This role reports directly to the Chief Executive, requiring a strategic and operational focus. Key responsibilities include:

  • Overseeing the Library, Museum, iSite, Mayors Taskforce For Jobs, Welcoming Communities and any other community service functions that may arise. 
  • Leading and monitoring corporate communication, community development, liaison and engagement.
  • Engaging with stakeholders, establishing networks and researching and responding to community needs. 
  • Managing budgets and expenditure within delegated authority.
  • Ensuring effective staff management within the Community Services functions. 

He kōrero mōu - About you

You will have:

  • A tertiary qualification in business management or similar.
  • Proven experience in a management/leadership role, preferably in local government or related occupation.
  • Robust working knowledge of local government operations and relevant New Zealand statutes, regulations and codes of practice.
  • Exceptional communication skills including the ability to communicate verbally and in written form clearly, confidently and articulately. 
  • The ability to engage with a wide range of stakeholders (including funding bodies) determine community need, resolve conflict and promote the best interests of the Council.
  • The ability to negotiate, influence and mediate to achieve desired outcomes.
  • Sound people management skills including knowledge of HR processes and employment legislation.
  • Excellent computer literacy and the ability to utilise a range of software effectively to achieve work objectives.
  • Contract and financial management skills 
  • Ability to lead by example and model Council values 
  • Current and valid NZ driver’s licence.
