If you are seeking your first step into housing development and come from a property, planning or development background then this could be for you.

We are looking for an up-and-coming Development Manager - Strategy and Delivery to join our Housing Development team that is passionate about achieving their vision of 'all Wellingtonians well housed'.

The Development Manager - Strategy and Delivery will be responsible for preparing sites for tender, calibrating procurement plans and tender releases to ensure development on these sites achieves Council's desired outcomes and creates value for the local community. Every day will be different but, in this role, you can expect to be removing development barriers from Council owned land, preparing these sites for release to the market and management of the procurement plan and response alongside our Commercial Partnerships team.

The Development Manager - Strategy and Delivery will work in a team with our Development Manager - Commercial to collaboratively deliver on all aspects of the work programme, reporting to the Manager Housing Development.

The role:

We are working across several innovative programmes to help deliver affordable and equitable housing solutions for Wellington. This role will take a leadership role of workstreams and work closely with the Manager Housing Development.

Focus of our work will include, but is not limited to:

A long-term rental partnership between the private sector and Council with a development pipeline target of 1,000 affordable apartments in Wellington CBD. The Development Manager - Strategy and Delivery will ensure that programme delivery aligns with our strategic outcomes and that the quality of the product developed is in line with Council's design requirements. This role will involve assessing proposals against programme strategic requirements, improving proposals through negotiation, and preparing business cases for approval. Within this workstream, you will be working closely with the Wellington development community as well as internal and external stakeholders.

Proactive Development

Leading the redevelopment of Council owned land throughout the city and suburbs to provide affordable housing, housing supply and regeneration of the city. This role will work collaboratively with the Development Manager - Commercial on establishment of development outcomes and development of project and procurement plans to deliver a pipeline of pro-active development projects.

About You:

You do not have to be an existing Development Manager - we are looking for someone who wants to grow into this space, with a property or planning background. Experience in optimising design, preparing business cases and procurement documentation is desirable. A passion for delivering affordable housing outcomes for the people of Wellington is critical.

To be considered for this role, you will have a tertiary qualification in property, planning, design or business management, supported by demonstratable work experience in a New Zealand context in this area. A working knowledge of relevant planning and property legislation will be beneficial in this role.

You must be a people person with excellent communication and relationship management skills. It would also be beneficial if you have local government experience, however this is not necessary.

We are looking to appoint between $123,558 - $145,361 per annum, for this role, depending on relevant skills and experience.
