As Head of the Department, the Principal Director is responsible for providing overall leadership and management of DOC and its operations, leading the development and implementation of departmental work plan and ensure units meet objectives and targets. The incumbent will also lead DOC interaction with ADB Management, Board of Directors and other departments. The incumbent will report to the Vice President for Knowledge Management and Sustainable Development, and will supervise International, National and Administrative staff.
Responsibilities
Lead the strategic formulation and implementation of ADB's communication and stakeholder engagement strategies, with particular focus on further enhancing ADB's brand and competitiveness.
Lead innovation in product and service delivery programs of the department, ensuring that ADB's development results are communicated effectively.
Advise and support ADB Management, and departments and offices on communicating with external and internal audiences.
Work with departments and offices (including the resident missions) in effectively communicating key messages on ADB's operations and knowledge work and impacts to external and internal audiences, through a variety of channels and formats - both traditional and digital.
Lead strategic development and further strengthening of corporate and internal communications in alignment with ADB strategic direction (for 2030).
Oversee media relations including relationship building and expansion.
Formulate appropriate communication strategies and/or crisis communications programs to defend and protect ADB's image when faced with critical issues.
Provide effective leadership to the department staff, in particular through providing clear direction, regular monitoring and feedback on their performance, and supporting their ongoing learning and development.
Work with departments and offices in disseminating tacit and explicit knowledge from their respective programs, projects and other initiatives.
Qualifications
Relevant Experience & Requirements
Master's degree, or equivalent, in Communications, Public/Business Administration, Public Policy/International Development or related fields. Alternatively, university degree in related fields combined with additional relevant professional experience can be considered.
Minimum of 15 years of relevant experience including at international level, and demonstrated understanding of development issues, particularly in the Asia-Pacific region.
Experience in leading and managing large and diverse team of professionals is required.
Proven ability to provide tailored advice to the senior management is required.
Experience in planning, researching, and writing articles and speeches on international finance, economic, and development issues is desirable.
Knowledge and understanding of international media and good media contacts are desirable.
Excellent written and verbal communication skills in English is required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
