Summary
Develop and implement Quality, Health, Safety, Security, and Environmental (QHSSE) policies in accordance with company and industry standards. Must be familiar with the ISM Code, ISPS Code, MLC 2006, OVID/OVMSA, and ISO requirements, and assist in the preparation of QHSSE audits and inspections.
Job Description
- Manage and maintain the company’s QHSSE management system onboard vessels, identify gaps in the system/processes, and implement improvements.
- Prepare or update vessel-specific manuals as necessary.
- Follow up on incident/accident/near-miss reporting, investigation, root cause analysis, and preventive measures, ensuring proper documentation and closure.
- Prepare and distribute circulars as needed.
- Conduct office inductions and briefings for crew, shipboard training, safety coaching, and monitor computer-based training.
- Carry out shipboard internal audits/inspections, inter-departmental/company internal audits, and subcontractor audits as per the audit plan.
- Prepare vessels and attend shipboard audits/inspections (ISM, ISPS, MLC, OVID, CMID, OSVIS, HSE) conducted by clients or external parties.
- Follow up to rectify and close deficiencies or findings resulting from flag/port state control and vessel audits/inspections by clients or external parties.
- Follow up on client QHSSE requirements, including questionnaire submissions, attending meetings/workshops, preparing and implementing project-related management systems, bridging documents, HSE plans, and reporting month-end statistical reports.
- Monitor, support, and control QHSSE activities onboard, and review shipboard month-end submissions, risk assessments, and permits to work.
- Designated as Alternate Designated Person Ashore (DPA) and Alternate Company Security Officer (CSO), and a member of the shore-based emergency response team.
- Support the vessel superintendent in managing and accomplishing QHSSE tasks on time and perform other duties as assigned by the marine superintendent and QHSSE manager.
Job Requirement
- ISM/ISPS/ISO Internal Auditor Certificate
- DPA/CSO Certificate
- Accident/Incident Investigation and Root Cause Analysis Certificate
- Minimum of 5 years of experience in QHSSE functions within marine-related fields
- Proficiency in Microsoft Office applications
- Understanding of both offshore and onshore operations
- COC/seafaring experience preferred but not required
- Ability to travel to vessels at ports, shipyards, and offshore locations for shipboard audits, inspections, and training
- Availability to travel on short notice
