Job Description - Junior Controller

Junior Controller (Long-Term, Temp-to-Hire)
Location: Concord, CA
Reports To: Chief Financial Officer (CFO)
Salary Range: $100,000 to $125,000  annually (depending on final leveling upon conversion)

Company Overview
Pacific States Petroleum, Inc. (PSPI) is an industry-leading, 100% employee-owned company providing on-site fueling, propane, and lubricant solutions across California and Nevada. Our employees are true partners in our success, and we are looking for a dedicated financial professional to join our team and uphold our commitment to operational excellence.

Position Summary
We are seeking a highly organized, tactical, and hands-on Junior Controller to take absolute command of our internal accounting operations in a long-term, temp-to-hire opportunity. Reporting directly to the CFO, you will serve as the operational engine of the finance department. You will manage day-to-day accounting activities, ensure the integrity of financial data, and directly supervise a 21-person accounting and billing staff. The ideal candidate is a meticulous problem-solver who excels in regulatory tax compliance, month-end close execution, and internal control enforcement within a high-volume distribution environment.

Key Responsibilities

  • Accounting Operations & Close Management: Own and execute the full-cycle accounting process. Direct the accurate and timely completion of the month-end, quarter-end, and year-end close while maintaining the integrity of the general ledger and ensuring strict adherence to GAAP.

  • Team Leadership & Workflow Optimization: Direct, mentor, and optimize the workflows of a 21-person financial team, encompassing Accounts Payable, Accounts Receivable, General Accounting, and specialized Billing divisions.

  • Regulatory Compliance & Fuel Accounting: Prepare, manage, and file quarterly sales tax, annual property tax, and complex state/federal fuel excise tax returns. Ensure absolute compliance with CDTFA reporting requirements, including Motor Vehicle Fuel (MVF) Pre-Collection returns.

  • Internal Controls: Design, implement, and maintain robust internal financial controls to safeguard company assets. Manage company credit card programs, audit the expense reimbursement process, and execute periodic cash-handling reviews to maintain accountability.

  • Audit Facilitation: Serve as the primary operational point of contact for external auditors. Coordinate and compile necessary documentation to facilitate audits for the business financials, the 401(k) plan, and the annual ESOP valuation process.

  • Systems Management: Maintain high-level proficiency in specialized billing databases (such as MLS) and core accounting software (such as DM2 or Sage) to process high-volume transactions accurately.

Qualifications and Skills

  • Bachelor’s degree in Accounting, Finance, or a related field is strictly required.

  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation is highly preferred.

  • Minimum of 5 years of proven experience in a senior accounting role or similar position.

  • Demonstrated experience managing a large team and fostering a positive, productive work environment.

  • Strong understanding of federal, state, and local financial regulations. Experience navigating fuel distribution accounting and inventory reconciliation is highly advantageous.

  • High proficiency in enterprise accounting software and the Microsoft Office Suite (especially Excel and Access).

Benefits & Total Rewards (Upon successful conversion to permanent role)
As a 100% employee-owned company, we offer a comprehensive benefits package designed to support our team, including:

  • 100% company-paid premiums for Medical, Dental, Vision, and Life Insurance.

  • Participation in our Employee Stock Ownership Plan (ESOP), providing a powerful, tax-advantaged wealth-building vehicle at no cost to you.

  • 401(k) Retirement Plan with a 3% company contribution.

  • Generous Paid Time Off (PTO), Paid Sick Leave, and Paid Holidays.

Direct applicants only. We do not accept unsolicited resumes from third-party recruiters, staffing agencies, or search firms. Any unsolicited resumes, including those submitted to hiring managers or our general careers email, will be considered the property of Pacific States Petroleum Inc. Submission of an unsolicited resume does not create a formal relationship and will not obligate Pacific States Petroleum Inc. to pay any fee should we hire the candidate.
