The Opportunity

The Department of Parliamentary Services (DPS) is seeking a highly motivated, experienced and strategic leader to fill the position of Assistant Director of Building Information Modelling (PEL1) within the Planning and Quailty Branch (PQB). 

 The Assistant Director of Building Information Modelling (BIM) will lead a small team critical to supporting DPS's strategic asset management, infrastructure planning and building lifecycle management responsibilities for Australian Parliament House.

 The successful applicant will provide specialist technical expertise in BIM, digital engineering, asset information management and data governance, ensuring that building and asset information is accurate, integrated and fit for operational requirements, maintenance and capital works decision-making.

Qualifications, knowledge and experience

• Demonstrated experience leading the development and management of Building Information Modelling (BIM) and digital engineering practices across complex large-scale building portfolios and operational environments.


• Strong knowledge of BIM standards, information management principles and digital delivery processes, including ISO 19650.


• Proven experience using and administering BIM technologies and platforms including Autodesk Revit, Navisworks, Autodesk Construction Cloud (ACC) and related digital engineering platforms.


• Experience managing BIM data, model coordination, information quality assurance and the integration of asset information to support facilities management, maintenance and operational outcomes.


• Highly developed stakeholder engagement and communication skills, with the ability to work collaboratively with project teams, technical specialists, contractors, facilities managers and senior executives.


• Demonstrated leadership capability, including managing competing priorities, leading multidisciplinary teams and driving continuous improvement and organisational change.
   

Job Specific Requirements: 

• Relevant tertiary qualifications in architecture, engineering, construction management, digital engineering, building information management or a related discipline


• The successful applicant will be required to obtain and maintain a Negative Vetting Level 1 (NV1) security clearance.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Lead and develop the Australian Parliament House (APH) 3D Asset Information Model (AIM) and associated continual improvement and uplift in Building Information Modelling (BIM) workflows, data structures and associated APH building databases to optimise asset/facilities management and business processes.


2. Lead and manage the small team responsible for managing and maintaining the AIM to derive effective service delivery and identify key opportunities associated with the delivery of services and improving business operations. Addressing these through the development and implementation of plans, informed by technical expertise, knowledge, analysis and complying with departmental policy or relevant legislation.


3. Develop and implement digital processes for collection, analysis, and reporting on asset data through the AIM, focusing on asset lifecycle management activities to enable the coordination and evaluation of overall asset management, inspection, renewal and maintenance programs.


4. Prepare a range of written material including business cases, Senate Estimates submissions, briefings, operational procedures and corporate documentation.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

• Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
  
  


• Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. • Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
  
  




• Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  
  


• Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
  
  


• External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
