Manager (FSINS) IM Capability - RFS Specialist Services

Purpose of specific work area and position

The State Operation Directorate has a broad role across the departments emergency management operations and ensures that the department maintains a state of operational readiness to fulfil its responsibilities, as described in the Disaster Management Act 2003, Fire Services Act 1990 and the State Disaster Management Plan. The Rural Fire Service Queensland (RFSQ) Specialist Services is responsible for statewide monitoring and reporting on all disaster and emergency related issues impacting, or potentially impacting, Queensland. 

Incident Management (IM) Capability will predominantly focus on developing the future IM capability needs for the organisation and delivers on the department’s emergency management strategies, through effective command and control of tactical, operational and strategic IM functions. The team contributes to reviewing the IM Training Framework to deliver a defined, understood, consistent framework based on Australasian Inter-Service Incident Management System (AIIMS) principles, that is flexible and scalable to manage all hazards. This work will be required to meet the needs of the organisation in conjunction with the departmental incident management reviews and other external assurance body recommendations.

Reporting to the Executive Manager, you will manage a small multi disciplined team, with RFSQ operational experience and a high-level understanding of AIIMS doctrine and IM functional roles/responsibilities. You will contribute to and oversee the review, development and implementation of policies, procedures, systems and communications, to meet business objectives, along with supporting the administrative functions of the unit. You will also work with internal and external stakeholders to review, design and develop a range of flexible learning material and resources, for IM training delivery and development, and ensure learner and instructor qualifications meet compliance and legislative standards, for Registered Training Organisation compliance.

Primary duties

This RFSQ Role Specification Statement appends to the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:

• Manage the functions of the unit to effect operational priorities and coordinate the work program for incident management capability development. 


• Prepare internal communications and provide written project status updates and reports on outcomes in accordance with departmental requirements.


• Oversee document management systems, filling and financial administration to ensure business objectives are achieved.


• Manage and oversee the design, development, evaluation and review of training curriculum, content and materials to ensure currency and alignment with IM training and national competency frameworks.


• Oversee the delivery of training including the annual training calendar, mentor and/or support personnel undertaking IM development programs/ courses.


• Research and evaluation of operational activities, including post incident analysis relating to the provision of disaster and IM systems, processes and products. 


• Manage the development and implementation of best practice strategies to enhance service delivery and operational capability, and monitor outcomes against performance during training, exercising and operational activation.


• Ensure IM capability development information is shared between regions, other emergency services and agencies, through timely communication and liaison.


• Research, analyse and observe trends and issues, which contribute to the assessment of IM capability development products, and provide recommendation to ensure quality decision making.


• Contribute to the development of annual exercise plans including managing pre-season preparedness assessments across the state for Bushfire season. 


• Provide the Executive Manager with support to develop and implement the units strategic plans and the broader IM Strategy for the organisation.

• Be able to meet the attributes of the generic Inspector, RFSQ role description.


• Hold the rank of substantive RFSQ Inspector, however RFSO2’s with appropriate skills and knowledge are encouraged to apply. 


• Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.


• Have a current Certificate IV in Training and Assessment qualification or the ability to obtain the qualification within a mutually agreed timeframe.


• Knowledge and/or experience working in Incident Management Teams (IMT) and/or Operational Coordination Centre’s.


• In depth understanding of AIIMS Doctrine, IM functional roles/responsibilities, operational concepts and/or Queensland Disaster Management Arrangements (QDMA) including the QFD IM Concept of Operations.


• Have proven commitment to maintaining competencies appropriate with the position and operating in a team environment and/or will actively participate in an ‘On-Call’ roster system as required.


• Have capacity to participate out of hours (i.e. night or weekends) shift roster during disaster operations.


• Incumbent’s may be required to travel and work within the area of responsibility e.g. Brisbane Employment Location and may also be required to undertake intrastate and interstate travel or deployment as required. 


• Officers appointed to this position will participate in a personal professional development program developed in conjunction with their supervisor. 


• Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFSQ as a member of any QDMA appointed position.
