Role Highlights
Reporting to the Manager, Enterprise Program Management Office, the Project Controls Manager (EPMO) provides strategic oversight and governance of Fremantle Ports’ project portfolio, ensuring investment decisions and project delivery outcomes are aligned with organisational objectives and the Project Management Framework.
Key Responsibilities
- Lead enterprise project controls across Fremantle Ports, setting standards for estimating, scheduling, forecasting, cost management and reporting.
- Provide strategic governance and independent assurance to strengthen delivery confidence and investment decision-making.
- Drive portfolio performance through executive dashboards, analytics, forecasting and evidence-based insights.
- Manage integrated project controls frameworks, baselines, change control and cost-schedule-risk analysis.
- Conduct assurance reviews, health checks and critical path analysis to improve project certainty and compliance.
- Influence senior stakeholders with clear communication of complex project performance information.
- Lead capability development through mentoring, coaching and driving project management maturity.
- Champion innovation, automation and continuous improvement across project delivery systems and processes.
You’ll Also Bring
Qualifications and Experience
- Tertiary qualifications in Project Management, Engineering, Construction Management, Finance, Business, or a related discipline.
- Professional certification in project management, project controls, scheduling, or cost engineering (e.g. PMP, PMI-SP, AACE, CCP, EVP) is highly regarded.
- Demonstrated proficiency in project controls and portfolio management systems, including Primavera P6, Microsoft Project, Planview, and cost management or reporting tools.
- Extensive experience in project controls, scheduling, estimating, cost management, and performance reporting within complex engineering, infrastructure, utilities or capital project environments.
Technical, Professional and Specialist Skills
- Extensive knowledge of project and program management principles, governance frameworks, methodologies, and project delivery lifecycles.
- Advanced capability in project scheduling, cost control, forecasting, earned value management, performance measurement, and reporting.
- Strong analytical and problem-solving skills, with the ability to interpret complex data, identify trends, and provide actionable insights to support project and portfolio performance.
- Demonstrated experience developing and implementing project controls frameworks, processes, standards, and continuous improvement initiatives.
- Ability to identify risks, issues, and opportunities early, and develop practical recommendations to support effective decision-making.
- Advanced verbal and written communication skills, including the preparation and presentation of reports, dashboards, and recommendations for executive and senior leadership audiences.
- Strong stakeholder management, negotiation, and influencing skills, with the ability to build collaborative relationships and drive outcomes across multidisciplinary teams.
- Proven ability to work independently while also contributing effectively within team-based and matrix operating environments.
- Strong focus on continuous improvement, standardisation, efficiency, and the delivery of consistent, repeatable project outcomes across a portfolio of projects and programs.
- Demonstrated ability to provide strategic and operational insights that support project delivery excellence, governance compliance, and organisational objectives.
