The NAGA alliance consists of: Banyule City Council;  City of Darebin; Hume City Council;  Manningham City Council; City of Melbourne; Merri-bek City Council; Nillumbik Shire Council; City of Whittlesea; and City of Yarra.   The NAGA Executive Committee consists of one Councillor representative and a senior staff member from each member Council and oversees NAGA’s strategic plan and delivery.  Other working groups include governance, finance and advocacy.

ABOUT THE OPPORTUNITY

This is an exciting opportunity to influence local government climate change action with a leading group of councils. The Northern Alliance for Greenhouse Action (NAGA) is a network of nine Melbourne councils collaborating to create a zero-carbon, climate resilient society.

The NAGA Executive Officer leads the network and collaborates with members to build capacity, develop and implement projects and advocate for climate action across all levels of government.  This includes developing and implementing the NAGA strategic plan.

KEY RESPONSIBILITIES

• In partnership with the NAGA executive Committee, provide leadership and good governance to ensure that the strategic objectives of NAGA are achieved with internal and external stakeholders.
• Work with the NAGA Chair and executive committee to develop and implement the NAGA Strategic Plan and develop other relevant strategies for alliance building, project development and fundraising
• Work with the NAGA executive committee to maintain and increase NAGA members’ involvement in and support for NAGA (including members’ ongoing representation and financial support)
• Manage the delivery of the NAGA work program and specific projects including engagement of consultants, students and volunteers
• Lead the development of NAGA’s advocacy priorities, and associated policy positions
• Prepare advocacy submissions on behalf of NAGA
• Act as the spokesperson for NAGA, undertake marketing and media liaison to increase awareness of, and support for NAGA’s work and NAGA’s policy positions.
• Ensure NAGA is operating within funding agreements and relevant legislative frameworks.
• Develop funding strategies, apply for grants, and implement fundraising activities to establish new projects
• Responsibility for budget implementation and expenditure within delegations set by the NAGA Executive and Hume City Council.

KEY SKILLS

• High level communication, interpersonal and networking skills.  Proven capacity to lead and develop networks and build and maintain strong relationships.
• Demonstrated experience in effective program and project management of climate or environmental projects, including project development, budget management and evaluation.
• Demonstrated capacity to keep abreast of relevant legislation, policy and programs to identify and prioritise opportunities for the NAGA network and/or gaps and barriers.  Capacity to effectively lead the development and implementation of NAGA’s strategic plan.
• High level technical knowledge of issues related (but not limited) to climate change, energy efficiency, renewable energy, energy markets.
• Tertiary qualifications in environmental science, environmental management or similar appropriate discipline and several years’ relevant specialist experience or lesser formal qualifications with extensive experience.
• Demonstrated ability to lead, supervise, train and develop staff, and ensure effective governance of the network.
