Program Lead - Workforce

Fixed Term Full Time (3-year contract) | 40 Hours Per week with a monthly ADO

$61.79 per hour (HS7)

About the Role

As the Program Lead – Workforce, you will provide strategic, network-wide leadership across the Grampians Local Health Service Network (GLHSN) to strengthen and sustain the regional health workforce. You’ll lead, coordinate and continually refine workforce initiatives aligned with the GLHSN Workforce Plan, broader system reform priorities and emerging policy directions. By leveraging workforce data, regional insight and strong partnerships, you will drive improvements in recruitment, retention, capability and long-term workforce sustainability.

Key Responsibilities

• Provide strategic, network-wide leadership to shape and influence workforce initiatives arising from the GLHSN Workforce Plan and other relevant strategies.


• Utilise workforce data and insights to inform decision-making, identify risks and opportunities, and continuously refine workforce priorities.


• Engage with GLHSN member health services to understand local workforce needs and co-design practical, regionally relevant solutions.


• Identify, pilot and scale innovative approaches to workforce challenges, including addressing critical workforce gaps and advancing Aboriginal workforce outcomes.


• Prepare clear, decision-ready advice, reporting and recommendations for executive and governance forums.

Skills & Experience

• Tertiary qualification in human resources, workforce planning, health management or a related discipline is desirable.


• Demonstrated experience leading or coordinating workforce initiatives in a complex health or public sector environment.


• Strong understanding of workforce planning concepts and the application of workforce data to inform strategic decision-making.


• Experience translating strategy, plans or policy directions into practical, deliverable initiatives across multiple stakeholders.


• Highly developed analytical and reporting skills, with the ability to prepare clear briefings and recommendations for executive and governance audiences.


• Excellent communication and stakeholder engagement skills, with the ability to build productive relationships across organisations and disciplines.


• Current driver’s licence and ability to travel across the region.
