Description

Reporting to the Safety & Training Manager, you will lead the governance, management and continuous improvement of the site's risk framework, operational systems and assurance processes. As a trusted first-line verification and coaching leader, you'll drive compliance, strengthen risk management practices and empower teams to achieve operational outcomes.


Roster:


This role will be based onsite in Cobar, NSW working an 8/6-day FIFO roster from Brisbane or Sydney with local candidates highly regarded.



Responsibilities
  • Develop, maintain and continuously improve the site Risk Management Plan to ensure alignment with operational, functional and project business objectives. 
  • Ensure the Risk Management Plan incorporates all mandatory activities required under the Harmony Risk Management.
  • Integrate risk management routines, assurance activities and supporting governance processes into the operational planning cycle. 
  • Clearly define accountable persons for all planned risk management activities and maintain visibility of ownership across the business. 
  • Coordinate forecasting and estimation of resource and time commitments required to complete planned risk management activities. 
  • Verify that committed risk management activities are executed effectively, completed within agreed timeframes and aligned with required standards and methodologies.
  • Monitor the effectiveness and quality of risk management activities, escalating material gaps, overdue actions or ineffective controls to responsible leaders. 
  • Support continuous improvement of the site risk management framework through routine assurance, field verification and governance activities. 
  • Ensure new risk owners, control owners and critical control owners are appropriately inducted and upskilled in Harmony’s risk management framework, standards and systems. 
  • Provide ongoing coaching and technical guidance to leaders and operational personnel in the execution of mandatory risk management activities. 
  • Build operational capability in risk identification, risk assessment, critical control management and verification practices.
  • Provide specialist, independent and technically competent risk management support across the operation. 
  • Identify and communicate systemic weaknesses, emerging risks or gaps in the effectiveness of the risk management system to the relevant responsible manager. 
  • Support operational leaders in embedding risk-based decision making into daily activities and planning processes. 
  • Coordinate, organise and facilitate site Risk Management Meetings and associated governance forums. 
  • Develop and maintain structured meeting agendas aligned to site risk priorities, principal hazards, critical controls and compliance obligations. 
  • Facilitate Risk Management Meetings.


Qualifications
  • Tertiary qualification in Work Health & Safety, Risk Management, Mining Engineering, or a related discipline. 
  • Formal training in risk management methodologies such as ICAM, Bowtie Analysis, Critical Control Management or equivalent risk frameworks. 
  • Qualifications or demonstrated competency relevant to NSW mining legislation and risk management systems.
  • Demonstrated experience in risk management, safety leadership or operational governance within the mining, heavy industry or resources sector. 
  • Experience in implementing and maintaining risk management systems within a high-risk operational environment. 
  • Demonstrated experience facilitating risk assessments, bowties, PHMPs, critical control verification activities and incident learning processes.
  • Experience coaching leaders and operational personnel in risk ownership and risk-based decision making. 
  • Demonstrated ability to engage effectively with operational leaders, frontline personnel, regulators and contractors.
  • Sound knowledge of NSW WHS legislation, particularly the Work Health and Safety (Mines and Petroleum Sites) Act and Regulation. 
  • Understanding of Principal Hazard Management Plans (PHMPs), Principal Control Plans (PCPs) and mining risk management obligations. 
  • Knowledge of incident investigation methodologies, assurance processes and audit principles. 
  • Understanding of underground hard rock mining operations and associated operational risks. 
  • Knowledge of operational risk systems, critical control verification processes and risk assurance frameworks. 
  • Strong attention to detail and commitment to governance, compliance and continuous improvement.
