About us

The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.




The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.




The QFD is an organisation that is committed to reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through activities identified in the QFD Reframing the Relationship Plan, contributing to Closing the Gap outcomes and building our cultural capability.


Purpose of the role

QFR Capability Development and Sustainability Branch builds and sustains the QFR capability and organisational interface on innovation, processes, and standards. The Business Process and Information team has a focus on research and development of state level policy, doctrine and resources to meet the need of our contemporary fire and rescue service operational capability and delivery services to the community, in line with organisational strategies and objectives.




Reporting to the Executive Manager you will provide high level research and support for a number of simultaneous projects and programs that the team manages and leads to support statewide operational capabilities and response. You will communicate effectively with stakeholders and subject matter experts to enable collaboration with both internal and external agencies in the development, review and implementation of policy, doctrine and resources to support operational and organisational objectives.

  • Knowledge and experience in project management methodologies.

  • Experience and/or knowledge in research and developing, maintaining and improving policy (and process), and doctrine frameworks in line with relevant legislative requirements.


Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:



  • Contribute to the development, implementation and evaluation of state level programs to improve policy, procedures and processes in accordance with operational and organisational requirements.

  • Research and develop policy and procedures documentation to ensure they remain relevant and current to meet operational capability and organisational requirements.

  • Undertake projects and contribute to deliverables, monitoring outcomes against performance targets and identify contemporary practices which may influence or impact the delivery of services.

  • Provide advice and contribute to the management of communication within the workplace, regions, external agencies and community engagement to ensure information is delivered in a timely and efficient manner.

  • Develop and maintain productive working relationships with internal and external stakeholders, including subject matter experts to support and facilitate program objectives and delivery of resources.

  • Identify, research and monitor trends and issues that contribute to quality decision making and provide continuous improvement strategies ensuring alignment with strategic plans.

  • Prepare and review reports, briefing notes, submissions, policy and other correspondence relating to the operational doctrine framework, in accordance with departmental requirements and governance.

  • Maintain knowledge and awareness of current best practice for continuous improvement strategies regarding existing frameworks, guides and processes.
