A major milestone of the project is the establishment and implementation of a screening and selection process aimed at identifying the 135 most suitable EAGLE candidates, as well as 35 candidates for a reserve list. Selection will be based on predefined minimum eligibility criteria and a range of competency assessments, including technical, language, and soft skills. For candidates in the Away Track, the selection criteria will also take into account factors relevant to obtaining an Austrian Red-White-Red Card. The active involvement of the Austrian private sector, particularly potential hiring companies, is essential to the success of the EAGLE project. To facilitate this, a private sector outreach strategy will be developed, outlining when and how companies will be engaged throughout the project. The ultimate objective of these outreach efforts is to secure commitments from Austrian employers to hire EAGLE graduates by spring 2027.
The lead service provider for the development and implementation of the screening and selection process is Career180 https://career-180.com/en/home. In Austria, a consultant will support the development of the EAGLE candidate selection framework by ensuring that Austrian labour market requirements, employer expectations, and relevant eligibility considerations are adequately reflected in the selection process. Working closely with IOM Austria, IOM Egypt, and Career180, the consultant will review and provide recommendations on the selection framework and criteria, contribute to the development of employer outreach and engagement strategies, and support the identification of Austrian companies interested in hiring EAGLE graduates. Particular emphasis will be placed on engaging SMEs in the metal processing and transportation sectors and strengthening pathways to employment opportunities for EAGLE graduates in Austria.
Category B Consultants: Tangible and measurable outputs of the work assignment
Overall, the assignment is expected to be completed within 2 months and will start on 15 August 2026.
Deliverable 1: Inception workplan and onboarding completion (2 working days)
Participate in a coordination meeting with IOM Austria, IOM Egypt, and the selected service provider in Egypt, and submit a workplan outlining the proposed timeline, activities, and coordination approach for the consultancy assignment.
Deliverable 2: Technical review and recommendations on the EAGLE candidate selection framework and process (5 working days)
Provide technical advice on the development of the EAGLE candidate selection framework through participation in two consultation meetings with Career180, and conduct a review of the proposed selection criteria, eligibility framework and candidate selection concept. The deliverable shall include meeting notes from consultation meetings, a technical review of the selection framework and process, and a written summary document of recommendations based on Austrian recruitment best-practices and standards. Final approval and adoption of the framework remains with IOM and the lead service provider.
Deliverable 3: Review and recommendations on outreach, employer engagement, and candidate promotion (5 working days)
Review the proposed EAGLE private sector outreach, employer engagement, and candidate promotion approach and submit a written advisory note (3–5 pages) with concrete recommendations to increase employer participation and improve candidate placement opportunities, taking into account Austrian labour market needs and sector-specific recruitment practices. Present and discuss the recommendations with IOM Austria during a consultation meeting and provide feedback on the proposed implementation approach.
Support engagement with key stakeholders and identify potential Austrian employers interested in hiring EAGLE graduates and participating in the EAGLE project. Submit a list of at least 25 companies, with a particular focus on SMEs in the metal processing and transportation sectors, including a brief assessment of their potential interest and relevance to the project.
The performance of the EAGLE Recruitment Consultant will be evaluated based on the following criteria: Quality and timeliness of delivered outputs and professionalism in interaction with counterparts.
Percentage of total payment of EUR 4,950.00 contingent upon the successful delivery and acceptance of the deliverables:
Education, Experience and/or skills required
Proven experience in recruitment, candidate assessment, and selection processes;
Proven experience in private sector engagement and employer outreach, ideally in the metal processing sector;
Strong analytical, communication, and report-writing skills;
Knowledge of the Austrian labour market, employer needs, and labour migration frameworks is a distinct advantage;
Fluency in German and English is required.
