BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Brussels Office promotes partnerships with EU institutions, mobilising resources for WFP operations to achieve food and nutrition security. The job holder leads the Technical Team that contributes to WFP BRU resource mobilisation efforts through providing specialised support services for EU contract management, information and knowledge management, and fund management.
ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, nor exhaustive)
European Commission Contract Management Support:
1.Act as an escalation point in providing procedural and technical support to staff within theare as of budget and programming, to ensure compliance with WFP financial policies, rules, and regulations.
2.Review Country Offices’ (COs) budget plans and prepare budgets for DONOR funding proposals based on corporate systems and support financial reporting with inputs from HQ Finance and COs, ensuring consistencies with narratives.
3.Support COs for efficient management of EC contributions, making recommendations incompliance with WFP financial policies and procedures and best practices.
4.Actively participate and contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate efficient EC contract management.
5.Monitor, track, review and analyse complex data, and prepare comprehensive periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.
6.Communicate with a wide range of stakeholders regarding complex EC contract funds management matters and related processes, to resolve any current/potential issues preventing from optimisation of funds.
7.Co-ordinate work of COs, and support CO staff learning and development for EC contract management, specifically in budget planning and fund management.
8.Information and Knowledge Management.
9.Manage WFP BRU EC contract management database system in coordination and collaboration with relevant HQ technical teams, ensuring that the system is kept up to date, fulfilling the WFP BRU requirements.
10.Lead and ensure accurate, timely recording of data related to EC contract management and contribution statistics, making information readily available to stakeholders.
11.Assess and recommend improvements to procedures and practices, to contribute to resource mobilisation efforts with a greater efficiency.
12.Prepare a variety of elaborated reports and substantial data analysis concerning EC contract management and EC contributions, and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
Fund Management:
13.Contribute to the preparation, implementation, and monitoring of budgets, monitor expenditure and budget forecasts, to ensure that relevant future funding requirements are met.
14.Monitor account balances and oversee the recording of financial transactions in an accurate and timely manner to avoid the occurrence of an overdraft.
15.Review and provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
Other duties:
16.Support the capacity building of WFP BRU staff, as well as Country Offices and Regional Bureaus within the technical areas that are described above.
17.Manage a team of support staff, providing advice, guidance, and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
DELIVERABLES AT THE END OF THE CONTRACT:
•Reviewed and finalized project budgets that align with donors’ financial guidelines ,ensuring accuracy, eligibility, and completeness.
•Maintain a matrix of submitted, approved, and pending proposals for DG ECHO-funded programs.
•Contribute to the timely completion of contracts, ensuring all terms are compliant with WFP and donor standards.
•Submit timely and accurate financial and narrative reports for donors’ funded projects, ,ensuring alignment with donor templates and guidelines.
•Provide variance reports and justifications for financial discrepancies, if any.
•Conduct training for WFP staff on donor’s financial and contractual guidelines, reporting requirements, and proposal development processes.
•Develop or update internal standard operating procedures (SOPs), templates, and tools for donors financial funding management.
•Document all interactions including correspondence and feedback on budgets and proposals.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses
Experience:
At least three years of relevant experience in Partnerships
Desired experiences
•Has coordinated EC contract management activities.
•Has experience analysing, interpreting data and generating reports.
•Has supported the design and improvement of budgetary managementtechniques.
•Has coached and trained a new staff member in the Resource Management function.
Languages:
Fluency (level C) in English language. Fluency (level C) in French and/or Spanish is an asset.
