The bids submitted in the previous round were not suitable for the following reasons:
Lacks the practical application of current building and plant maintenance and regulations required. Lack of French Language skills.
Has very limited experience in both the management and practical aspects of running a building similar to that required. No indication of any French.
Limited experience with HVAC and BMS, plus he may not be up to date with EU regulations for electrical installations. Deemed Not-Suitable.

Duties & Role:
Under the direction of Head, Buildings and Facilities, the incumbent will perform duties such as the following:
Manage/coordinate/execute all maintenance and modifications for electrical, electronical and mechanical (HVAC), water, kitchen, sewage, gas and security systems;
Manage daily activities for the electro-technical team in cooperation with the Buildings and Facilities Helpdesk;
Manage and monitor the BMS system;
Set up a full maintenance programme together with the building owner for all electrical/electronical and mechanical/technical assets, ensuring that all Health & Safety (H&S) and Legal inspection and audit requirements are met;
Set up user policies for technical installation managed by other Service Lines;
Assist Head, Buildings and Facilities in the planning of all replacements, modifications and upgrading of existing building installations, based on economic life-cycle of the installation, and according to safety and environmental legislation;
Keep all technical documentation and the 'as built' files up to date;
Manage all technical outages with the different users, provide risk logs, and implement lessons learned;
Monitor and provide optimizations for the consumption of utilities;
Supervise, and where necessary, carry out corrective and preventive maintenance of buildings, including general technical installations;
Supervise, and where necessary, carry out modifications, up- keep and repairs of buildings and utilities;
Assist in installation of experimental equipment and fitting-out of laboratories, test beds, computer facilities, and equipment in support of the Agency's projects;
Supervise and assist in relocation of office furniture, technical/scientific equipment, etc;
Assist in preparing technical and administrative reports and maintain drawings and technical documentation of hot/cold water, HVAC, heating, drainage and sanitation 'as built';
Maintain up-to-date knowledge of the trade and skills;
Assist the building and facilities on-call duty team;
Assist in budget preparation;
Draft input for contracts, statement of works (SOW) and purchase orders;
Deputize for higher grade staff, if required;
Perform other duties as may be required.
May be required duty travel to other NCI Agency facilities or to other NATO facilities;
Requirements
Skill, Knowledge & Experience:
The candidate must have a currently active NATO SECRET security clearance
Vocational training at higher level in a relevant discipline, leading to a professional qualification or Equivalent combination of qualifications and experience, or a higher educational qualification but less practical experience or a less formal educational background combined with particularly relevant practical experience may also be acceptable;
A minimum of 8 years relevant experience;
Knowledge of power/electrical distribution systems and the norms TIA ANSI/TIA-568, ANSU/TIA-569 and ANSI/TIA/EIA-606-A-2002;
Very good understanding of building maintenance, quality requirements and ability to manage in-house technical staff as well as onsite contractors conducting maintenance;
Knowledge of modern building technical standards and applications such as building management electronics, BMS, HVAC systems;
Knowledge of local standards for fire safety;
Experience with administration and admin software, providing statistics and digital archiving documentation;
Experience in prioritising in a high volume workload and pressured environment;
Good written and spoken English communication skills;
Good knowledge of applicable general building technical installations regulations.
Language Proficiency: A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and a working knowledge of the other is required. NOTE: Most of the work of the NCI Agency is conducted in the English language.
A working knowledge of French – both written and spoken.
Desirable Experience and Education:
Experience with presentation systems (visual display systems; projection system; video/audio conferencing equipment);
Good awareness in recognition of hazardous materials, stock and handling prescription;
Good knowledge with reference to no-break diesel generator sets;
Knowledge of building mechanical systems and plumbing works;
Practical experience in the repair and maintenance of central heating plant;
Prior experience of working in an international environment comprising both military and civilian elements;
Knowledge of NATO responsibilities and organization, including ACO and ACT.
