RELYzIT Talent is seeking a driven Freelance Chef de Projet CLM & PKI to lead a mission-critical project for our client, a central player in the digital transformation of the Belgian public sector. Why This Role Matters

Our client is embarking on a transformative journey to automate the lifecycle management of digital certificates (CLM) and establish a robust private PKI for internal use. This project is foundational to the security, compliance, and operational excellence of public sector digital services. As the project lead, you will drive the mapping, proof of concept, and governance that will shape the digital backbone of a nation’s administration. Your leadership will directly influence the success of a high-stakes, high-impact initiative at the intersection of cybersecurity, infrastructure, and public service.

What You’ll Be Doing

• Orchestrating the planning, coordination, and progress tracking of the CLM & PKI project’s first two phases (mapping/diagnostics and proof of concept).


• Overseeing the comprehensive mapping of certificate-bearing assets and delivering a risk assessment report that informs executive decisions.


• Leading the proof of concept with a leading certification authority (Sectigo) and building a compelling business case for full-scale deployment.


• Establishing and driving cross-functional project governance, uniting development, infrastructure, security, and ITIL/monitoring teams.


• Coordinating resources across architects, security/PKI experts, and infrastructure engineers to ensure seamless execution.


• Monitoring project budgets and providing transparent, actionable reporting to the executive committee.


• Preparing decision-making materials for key Go/No-Go milestones, ensuring clarity and alignment at every stage.

What We’re Looking For

• Proven ability to federate and inspire cross-functional teams without direct hierarchical authority.


• Confirmed expertise in digital certificates and public key infrastructures (PKI).


• Solid understanding of certificate lifecycle management (CLM) principles and best practices.


• Experience with ACME and SCEP protocols, as well as API integration mechanisms (nice to have).


• Demonstrated track record in IT project management within security or infrastructure contexts.


• Experience in public or semi-public sector environments (nice to have).


• Sensitivity to NIS2 regulatory challenges, crypto-agility, and post-quantum transition (nice to have).


• Builder mindset: ownership, problem-solving, and a relentless drive for impact.

Technical Skills & Tools

• Project management (confirmed, ideally in security/infrastructure domains)


• Digital certificates, PKI, and CLM (confirmed)


• ACME, SCEP, and API integration (nice to have)


• Risk assessment and reporting


• Cross-functional governance and resource coordination


• Budget monitoring and executive reporting

Language Proficiency

• Professional proficiency in English required


• French or Dutch proficiency is a strong asset

Other Requirements

• Freelance position – part-time engagement for a minimum of 7 months


• Partial remote work; on-site presence in Brussels as required


• Experience with public sector or regulated environments is advantageous


• Familiarity with ITIL, Agile, or similar project frameworks is a plus


• Eligibility to work in Belgium
