About the Role

We are seeking an MPC Expert Developer for a high-impact freelance assignment with our client in Mechelen, Belgium. This 14-month project is at the heart of Flanders’ mission to build energy-efficient, future-oriented infrastructure, directly supporting the implementation of the revised European Energy Performance of Buildings Directive (EPBD). You will play a pivotal role in developing a modular, case management application that will shape the region’s environmental and energy standards for years to come.

Why This Role Matters

By 1 January 2028, Flanders must deliver an MVP that includes a case management application, quality management system, reporting module, and complaints module — all orchestrated via Camunda for modularity and scalability. Your expertise will help ensure that the total environmental impact, based on TOTEM, is seamlessly integrated into the energy performance certificate process. The stakes are high: your work will directly influence sustainable building practices and regulatory compliance across the region.

What You’ll Be Doing

• Lead the development and delivery of a modular, web-based case management application for energy and environmental performance.


• Coach and guide a team of developers, fostering a high-performance, builder-driven culture.


• Design, code, test, and debug robust Java and JavaScript applications, ensuring seamless API integrations and system interoperability.


• Implement and optimize solutions using React, Spring Boot, and Postgres within an Agile framework.


• Collaborate with stakeholders in the waste management and public sectors, ensuring solutions meet regulatory and operational requirements.


• Drive the adoption of best practices in Agile development, leveraging Atlassian tools for project transparency and efficiency.


• Champion quality management and reporting modules, ensuring compliance with EPBD and Flemish government standards.


• Utilize Camunda as a process orchestration platform to enable modular architecture and future scalability.

Technical Skills

• Expert-level experience in developing web-based applications


• Expert-level proficiency in Java and Spring Boot


• Senior-level experience with React and Postgres


• Expertise in API integrations


• Strong JavaScript development skills


• Demonstrable experience in the waste management sector


• Demonstrable experience in the public sector


• Experience with Camunda or similar process orchestration platforms

Language Proficiency

• Dutch at European CEFR - level C2 (required)

Other Requirements

• Proven experience leading and coaching development teams


• Track record of executing programming tasks smoothly: coding, testing, debugging


• Deep knowledge and hands-on experience with Agile development methodologies


• Experience working within the Flemish Government (preferred)


• Proficiency with Atlassian tools (Jira, Confluence, etc.)
