As Technical Lead within the Data Integration Components subteam, you will ensure the technical quality, consistency, and future-readiness of the MAGDA platform—the critical data exchange hub for government services. Your leadership will directly influence the success of the Flanders Radically Digital 3 (VRD3) program, supporting the transition to a smarter, more connected government. The stakes are high: your decisions will impact millions of citizens, businesses, and public sector partners.
About the Role
As Technical Lead (Senior), you are the technical compass for the MAGDA Data Hub team. You translate architectural vision into actionable standards, guide developers, and ensure that every technical decision aligns with the mission of secure, scalable, and maintainable data exchange. You will collaborate closely with solution architects, product owners, and development teams, bridging the gap between high-level architecture and robust, running software. This freelance assignment is based in Brussels, Belgium, for a duration of 10 months.
Key Responsibilities
- Lead technical decision-making within the team, ensuring architectural guidelines are implemented in the codebase for new web services, Kafka topic structures, and asynchronous batch processing via SFTP.
- Translate architecture into concrete technical standards, patterns, and implementation choices for daily development.
- Assess risk and feasibility, providing technical input for planning and sizing requirements alongside analysts and product owners.
- Define and safeguard code review and artifact standards, maintaining high quality across teams with a focus on security, maintainability, testability, observability, and scalability.
- Challenge and mentor developers in translating requirements into technical designs, ensuring alignment with architectural vision.
- Drive technical debt reduction, monitor technological evolution, and advise on modernization opportunities.
- Actively contribute hands-on to management, optimization, and implementation (30–60% of your time), leading complex technical challenges.
- Serve as the technical escalation point for data providers, users, and internal stakeholders on technical questions or incidents.
- Coach and direct technical designers, ensuring smooth completion of programming tasks: coding, testing, and debugging.
- Introduce and lead Agile development methodologies within the team.
Technical Skills & Experience
- Senior-level experience as a technical designer and leader in complex development projects.
- Proven expertise in Java and Spring Boot.
- Strong background in REST and SOAP API design and implementation.
- Hands-on experience with event-driven architectures (Kafka, RabbitMQ).
- Demonstrated experience with asynchronous data exchange (FTP, batch processing)—minimum 5 years, with supporting case studies to be uploaded.
- Experience in creating technical designs and coaching technical designers.
- Expertise in coding, testing, and debugging complex systems.
- Knowledge of security in integrations (OAuth, TLS, certificates).
- Experience with technical debt analysis and prioritization.
- Deep understanding and practical experience with Agile development methodologies; ability to introduce and lead Agile practices.
Language Proficiency
- Fluent Dutch speaker at European CEFR level C2 (mandatory).
