At CBCL, we are a dynamic and growing engineering and environmental consulting firm with an exciting opportunity for a Civil Site Representative to join our Municipal team in Halifax to support major infrastructure and transportation projects in the area!

Bring your technical expertise and passion for fieldwork to a collaborative team that takes pride in designing and delivering essential municipal infrastructure projects. You’ll play a hands-on role in advancing projects that strengthen and sustain our communities — from stormwater systems to water and sewer extensions/upgrades, road reconstruction, and site development projects that are reshaping how people and goods move around the region.

As part of our team, you’ll play a key role in site observation, construction administration, and project delivery. You will collect field data such as topographic survey and as-built information used to confirm quantities and construction progress. Through your site observation skills, you will ensure quality and compliance to design and industry standards. You will be responsible for monitoring progress, verifying adherence to design specifications, and supporting safe work practices. You’ll collaborate closely with engineers, technologists, and construction professionals who value teamwork, technical excellence, and a strong commitment to safety with the shared goal of delivering a high-quality project on time and on budget.

Your Key Responsibilities:

  • Collaborate and communicate effectively with project managers, contractors, clients, and other stakeholders to maintain alignment throughout the project;

  • Identify and address issues or concerns in a timely and professional manner to support successful project delivery;

  • Read and interpret engineering drawings and specifications, ensuring work is completed to design standards and quality expectations;

  • Observe on-site activities, ensuring all construction complies with construction documents;

  • Coordinate and witness field testing for watermains, sewer mains, storm sewers, and gravel placement;

  • Conduct field measurements and track quantities, accurately documenting daily progress and on-site activities;

  • Perform topographic and construction surveys using RTK and total station survey equipment to support design and construction efforts;

  • Support staff in the preparation of quantity estimates using AutoCAD and Civil 3D; and,

  • Promote and monitor safety on-site, ensuring all activities comply with safety protocols and standards.

Your Capabilities and Credentials:

  • At least five years of experience in civil field work including survey and construction observation, with experience in an engineering consulting environment considered a strong asset;

  • Technical understanding of water, sewer, and stormwater system design;

  • Willingness to take on on-site representation duties for extended period of time;

  • Experience working in urban environments;

  • Familiarity with Halifax Water and HRM design standards;

  • A Diploma in Civil Engineering Technology or equivalent education is preferred;

  • A collaborative mindset and the ability to work effectively within a team to achieve project goals;

  • Proficiency with Microsoft Word, Excel, and Outlook;

  • Strong communication and organizational skills; and

  • A valid driver’s license and the ability to travel to project sites as needed.

What we can offer you:

  • A competitive compensation package effective on your first day of employment:

    • Comprehensive health and dental benefits

    • CAAT Defined Benefit Pension Plan with employer contributions

    • Generous vacation allowance commensurate with experience
