Director, Project Delivery

Role Responsibilities

The Director, Project Delivery – Alternative Project Delivery, leads the planning, design, procurement, construction, commissioning, and occupancy of Compassionate Intervention Centre infrastructure projects and other assigned capital initiatives. The position provides strategic leadership and oversight of a complex portfolio of projects that support Government of Alberta priorities related to addiction, mental health, recovery-oriented services, and public safety infrastructure.

The position promotes leading practices in capital project delivery and maintains networks with other jurisdictions, public sector agencies, industry representatives, and professional organizations to identify emerging delivery methods, innovations, and risk mitigation strategies. Advice and recommendations provided by this position inform executive decision-making and support achievement of ministry and Government priorities.

 The Director manages staff, consultants, and project resources to achieve results in an effective, collaborative, and accountable manner while fostering a culture of innovation, continuous improvement, and client service excellence.

The primary responsibilities for the Director, Project Delivery include, but are not limited to:

• Leading the planning, for construction, commissioning, occupancy, and close-out of Compassionate Intervention Centre capital projects and other assigned infrastructure initiatives.


• Implementing appropriate project delivery approaches including Design-Bid-Build, Design-Build, Construction Management, Progressive Design Build, Public-Private Partnerships, and alternative delivery strategies where appropriate.


• Establishing collaborative relationships with client ministries, service delivery operators, municipalities, Indigenous communities, healthcare stakeholders, public safety partners, and other government organizations.


• Leading engagement strategies that build consensus among diverse stakeholder groups with competing priorities and operational requirements.


• Collaborating with client ministries and stakeholders to identify infrastructure requirements that support service delivery objectives.


• Identifying opportunities to improve project delivery performance, cost effectiveness, innovation, and operational functionality.


• Developing and implementing operational plans aligned with ministry business plans, division priorities, and Government objectives.


• Procuring and managing external consulting resources, technical advisors, project managers, designers, and subject matter experts as required.


• Providing strategic advice and recommendations to the Executive Director, Assistant Deputy Minister, Deputy Minister, and other senior government officials.


• Serving as Acting Executive Director when required.

The successful candidate will have:

• Extensive experience leading multidisciplinary project teams and managing complex project portfolios.


• Strong financial, analytical, negotiation, facilitation, and stakeholder engagement skills.


• Demonstrated experience leading organizational change and managing politically sensitive initiatives.

Qualifications

Required:

• University graduation in Engineering or a degree related to the position assignment.


• 7 years of progressively responsible related experience.

Assets:

• Significant progressively responsible experience in planning, design, procurement, construction, commissioning, and delivery of major capital infrastructure projects.


• Strong knowledge of project management methodologies, procurement practices, contract administration, risk management, and capital planning.


• Knowledge of provincial infrastructure planning, government decision-making processes, and public-sector accountability frameworks.


• Understanding of healthcare, behavioural health, justice, secure treatment, institutional, or complex public-sector facilities.


• Experience preparing executive briefings, strategic recommendations, business cases, and governance documents.

Additional Position Details:

• Term of Employment: Permanent, Full-time position.


• Hours of Work: 8:15 am to 4:30 pm, 36.25 hours per week, Monday to Friday.


• Location: Edmonton.
