Our Rail Fleet & Maintenance Team is seeking a Director, Rail Fleet Maintenance Management to provide strategic leadership, direction and oversight to the delivery of heavy rail fleet (coaches, locomotives, and DMUs) in a way that ensures optimal performance for our customers (availability, reliability, quality, cleanliness). This leader will build, sustain and continuously improve an integrated team of staff and maintenance service providers to ensure that all critical performance deliverables are achieved.
This position will work collaboratively with divisions throughout Metrolinx including Commercial Management, Service Design, Rail Fleet Engineering and Asset Management and Safety as well as external maintenance service providers to flawlessly execute service and deliver optimal, value for money, on-time performance and customer satisfaction
Lead the successful day-to-day delivery of the Maintenance Plans developed to align with the Asset Management Plans provided by Rail Fleet Engineering and Asset Management.
Champion continuous improvement of maintenance delivery, within a matrix structure and through maintenance service providers to drive optimal reliability and availability and value for money through LEAN manufacturing techniques
Provide regular feedback to Rail Fleet Engineering and Asset Management to improve standards, specifications, and maintenance plans.
Develop and implement Standard Operating Procedures for Rail Fleet Maintenance to ensure the safe and efficient delivery of maintenance services
Accountable for overseeing the optimal day-to-day delivery of rail fleet through rigorous management and oversight of service providers, holding them accountable to high standards of fleet reliability and quality, while ensuring compliance with corporate and applicable legislative requirements.
Provide shop floor Contractor management oversight to ensure compliance with agreement terms and conditions governing the delivery of rail fleet and facility maintenance services
Establish and manage quality assurance programs for contracts, monitor key fleet availability, reliability and quality performance indicators, and drive the development and implementation of countermeasures by maintenance service providers
Ensure that Rail Facilities are optimized and that service providers are maintaining all rail facilities in a way that ensures uninterrupted operations.
Act in the capacity of Rail Fleet and Facilities Assets” informed owner”.
Establish and deliver on objectives which are coordinated and aligned amongst all Rail Services and Operational functions
Lead the implementation and management of internal and external management control systems to continuously monitor and maximize safety, customer satisfaction, and quality of services
Actively participate in contractual negotiations for maintenance contracts with third parties
Represent GO Transit contractual and transportation development issues, with suppliers, industry associations, consultants, commuter rail agencies, and local transit agencies
Represent GO Transit, with regulatory agencies such as Transport Canada to ensure compliance with prevailing safety regulatory policy, best practices, and emergent issue
Liaise with regulators to address and manage regulatory changes and inspection service agreements
Develop and manage capital and operating budgets for Rail Service maintenance delivery including accountability for variances, reporting and identification of risk mitigation strategies
Meet service delivery objectives and manage department activities within budgetary limits
Monitor progress to ensure that planning objectives are delivered on time and within budget, and that anticipated business results are achieved including the ability to explain off-plan overages and exceptions
Transform, as part of an integrated team, the delivery of rail maintenance services from time based, reactive maintenance services to data-driven condition based collaborative maintenance delivery focused on optimal asset use and performance.
Contract management and oversight experience would be an asset
In-depth knowledge of applicable legal and regulatory requirements governing delivery of rail services, including rules and regulations established by Transport Canada (TC), Federal Railway Administration (FRA), American Association of Railways (AAR), American Public Transportation Association (APTA), Transportation Association of Canada (TAC), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation is required
Knowledge of Metrolinx and the provincial and national transit industry is a key asset
Service-focused leadership and influencing skills
Senior leadership skills to manage, mentor, and develop unit teams
Ability to plan, set priorities, schedule and manage personal and team deliverables
Experience with vendor management and contract management
Knowledge of budget development and management processes
Oral, written, and presentation skills from both a technical and a business audience perspective
Interpersonal and oral/written/presentation skills to develop and implement operating procedures and schedules and emergency and major event plans
Project management principles and practices to lead and direct cross functional teams and consultants engaged in simultaneous projects (i.e., development, project progress, related staff and project resources) and monitor project activities for adherence to timelines and project performance objectives
Knowledge of asset management strategies and concepts is an asset
Familiarity with relevant legislation (e.g., Metrolinx Act, Places to Grow Act, Planning Act, Revised Statutes of Ontario (RSO), Municipal Act, and other applicable acts and policies) is an asset
Knowledge of Human Resources legislation (e.g., Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
