Reporting to the Manager, Early Childhood development, the Early Childhood Officer, Centre Start-Up supports the establishment and initial licensing of new childcare centres, as required by the Canada-Wide Agreement, and monitors early childhood programs and services, as needed, to ensure compliance with the directions and provisions of the Child Day Care Act and Regulations along with other applicable legislation, regulations, directives, policies, procedures, etc. The role promotes awareness of early childhood issues within Nunavut communities; supports community-based non-profit organizations to plan and develop quality / culturally appropriate early childhood education and care programs.

The main responsibilities for the Early Childhood Officer, Centre Start-Up include, but are not limited to: 

• Conducting early childhood centre inspections, as needed including (but not limited to) review of registration documents, policies, records (i.e., maintenance schedules); assessment of physical space, furnishing and equipment, programming, nutritional standards, health and immunization, hazards and emergency preparedness, staffing and supervision of children.

• Ensuring high-quality programs by contributing to the design of training and associated in-service materials / resources to meet the needs of cent-e operators, their staff, etc.

• Communicating the importance of the early years of a child's development through presentations and workshops, the sharing of up-to-date resources materials and information.

• Increasing the number of home daycares across Nunavut by assisting with the licensing/regulation process by supporting the development of and delivering a plan to assist unlicensed daycares to become licensed and regulated.

• Supporting new/existing societies or organizations to start up and sustain daycares in Nunavut communities, to support community capacity for daycare management and governance.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized diploma in Diploma in early childhood education or a related field plus three (3) years of experience in ELCC, or a related field (e.g., education, social work).

The completion of First Aid, Infant/child CPR training is also required during the probationary period. Assets include a degree in Early Childhood Education as well as experience consulting and coordinating with partner organizations and implementing coordination using mentoring/consulting approaches.  This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
