FEC Specialist

The Financial Economic Crime (FEC) team is part of DLL’s first line of responsibility (1LoR), responsible for the implementation and execution of procedures and controls relating to DLL’s Anti Money Laundering / Counter-Terrorist Financing (AML/CTF), and Fraud Risk Management (FRM) framework.

As a Financial Economic Crime Specialist, you will support DLL Canada with all Customer Due Diligence, Anti-Money Laundering and Sanctions (CAMS) related activities covering all the tasks occurring during customers lifetime from onboarding to offboarding. The role acts as first line of defense for customer and partner onboarding, ensuring compliance screening is in line with the relevant regulations.

Day to day

Customer Due Diligence & Risk Assessment

• Conduct Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), ongoing monitoring, and periodic reviews in accordance with risk-based methodologies.
• Perform event-driven reviews resulting from customer, transactional, or regulatory changes.
• Identify, verify, and document beneficial ownership, control structures, and other customer information as required under the PCMLTFA and other regulatory bodies applicable to DLL.
• Assess customer risk profiles, business activities, and transaction behavior to identify unusual or suspicious activity requiring escalation.

Transaction Monitoring & Investigations

• Conduct transaction monitoring reviews and investigate alerts related to money laundering, terrorist financing, fraud, sanctions, and other financial crime risks.
• Identify, investigate, document, and escalate unusual, suspicious, or attempted suspicious transactions in accordance with internal procedures.
• Assess and document third-party determinations and other applicable regulatory requirements.

Sanctions & Regulatory Compliance

• Perform sanctions, PEP, HIO, adverse media, and watchlist screening activities, including investigation and resolution of potential matches.
• Ensure compliance with PCMLTFA, FINTRAC guidance, other regulatory guidance, sanctions regulations, and internal AML/ATF policies and procedures.
• Support customer identification, recordkeeping, beneficial ownership, and ongoing monitoring requirements.
• Maintain accurate documentation and assist with regulatory examinations, audits, and compliance testing activities.
• Escalate significant issues, trends, sanctions concerns, and control deficiencies to appropriate stakeholders.

Stakeholder Support & Advisory

• Provide guidance and training to business partners on AML/ATF, sanctions, and PCMLTFA requirements.
• Act as a Subject Matter Expert (SME) on financial crime compliance matters.
• Collaborate with Compliance, Risk, Legal, Operations, and Business teams to address financial crime risks and support regulatory initiatives, policy development, and system enhancements.

Continuous Improvement & Quality Assurance

• Participate in projects, system implementations, and process optimization initiatives.
• Support First Line Quality Assurance reviews to ensure adherence to AML/ATF policies, procedures, and regulatory requirements.
• Recommend enhancements to controls, monitoring processes, and operational effectiveness.

Essentials:

• Working knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), FINTRAC guidance, sanctions requirements, and risk-based AML/ATF frameworks.
• Knowledge of customer identification methods, beneficial ownership requirements, politically exposed persons (PEP/HIO), and ongoing monitoring obligations.
• AML certification (CAMS, CFCS, or equivalent) is considered an asset.
• Experience of advising on KYC/CDD requirements including the ability to conduct risk assessments and recommendations 
• Bilingual in French/English preferred but not required.
• Financial Services, specifically in the equipment leasing industry preferred but not required.
• Strong communications and report writing skills with the ability to communicate with senior stakeholders.
• Highly organized with strong attention to detail.
• A demonstrable understanding of corporate structures.
• Can prioritize workload and manage time to maximize efficiency and to meet strict deadlines.
• Champion for change drive when required.
• Positive ‘can do’ attitude and good critical thinking skills.

Applicable pay range

$58,271.00 - $87,407.00

Additional factors that may be used to determine your actual pay include your specific skills, years of relevant experience you possess, and other work-related qualifications. Many candidates may start in the bottom half of the applicable pay range, especially those with less experience or qualification. 

This position is subject to the terms of DLL’s compensation plans and policies. Further, the position includes all other benefits provided to DLL employees, including healthcare benefits, vacation, sick leave, parental leave, possible discretionary bonuses, and all other benefits that are subject to eligibility.
