Java Developer

Role Overview

The Senior Specialized IT Consultant will support multiple technical workstreams focused on remediation and enhancement of large‑scale registry systems. This role is responsible for application development, maintenance, and modernization activities, including creating new services, optimizing existing solutions, and reducing security vulnerabilities.

The consultant will provide technical leadership across concurrent initiatives, working closely with cross‑functional teams to ensure timely, high‑quality delivery in a fast‑paced, evolving environment.

Key Responsibilities

• Design, develop, and maintain enterprise Java‑based applications and services
  


• Create new services and optimize existing functionality to improve performance and security
  


• Provide oversight and technical guidance across multiple concurrent workstreams
  


• Collaborate with technical and business teams to analyze issues and recommend solutions
  


• Troubleshoot complex application issues and lead remediation efforts
  


• Design and implement RESTful APIs and microservices
  


• Conduct unit, integration testing, and code reviews
  


• Support maintenance releases and ongoing production support
  


• Produce clear technical documentation and participate in knowledge transfer activities
  


• Communicate technical concepts clearly through written and verbal channels
  

Must‑Have Qualifications

• 5+ years of experience in a similar senior IT consulting role
  


• Extensive Java development experience
  


• Strong experience with JSP, servlets, and Java web frameworks (e.g., Spring, Struts)
  


• Experience with enterprise Master Data Management platforms
  


• Strong knowledge of application servers and middleware platforms
  


• Practical experience with HL7 and FHIR messaging standards
  


• Experience with container‑based development (Docker, Kubernetes, OpenShift)
  


• SQL development experience with relational databases
  


• Strong understanding of SDLC, QA processes, and release management
  


• Extensive experience in troubleshooting and application remediation
  


• Experience with PKI, WS‑Security, WS‑Policy, and related standards
  

Desired Skills & Experience

• Experience working within healthcare or large‑scale public‑sector systems
  


• Exposure to jurisdictional public health programs
  


• Experience operating in complex, highly regulated environments
  


• Working knowledge of privacy legislation and compliance requirements
  


• Understanding of accessibility standards and regulations
  


• Ability to stay current with evolving technologies to improve service delivery

• Reusable Java libraries and frameworks
  


• RESTful APIs and microservices implementations
  


• Documentation supporting development, maintenance, and knowledge transfer
  


• Participation in demos, walkthroughs, and handover sessions
  


• Full knowledge transfer prior to contract completion
  

Knowledge Transfer

The consultant will ensure complete knowledge transfer throughout the engagement and prior to completion. This includes documentation, walkthroughs, demos, and collaboration with internal teams to ensure continuity and sustainability of delivered solutions.
