Reporting to the Director, Financial Reporting and Controls, the Manager, Financial Controls (Manager) is responsible for identifying and implementing internal controls for the Government financial information system with respect to the Chart of Accounts (COA) and other associated areas to ensure proper account and safeguarding of the Governments financial assets. The Manager is also responsible for detecting and preventing fraud and errors by managing the key accounting processes of bank and general ledger reconciliation for the Government of Nunavut (GN) and administering key accounting tables within the Oracle Fusion system as well as ensuring certain Federal filings and associated remittances are completed monthly. 

The Manager is accountable for acting constructively as a consultant and mentor to financial staff in all departments to assist them in controlling government expenditures, but also to develop their accounting skills as part of a growing cadre of professional managers who contribute to government-wide credibility. 

The Manager, Financial Control’s main responsibilities are but are not limited to:

• Analyzing the Financial Administration Act (FAM) to understand the legal obligations of the GN for the responsible, effective and efficient financial management of public resources.

• Reconciling Government bank accounts by preparing and reviewing monthly reconciliation reports and identifying and resolving control issues to prevent fraud or major loss.

• Leading staff in configuration of the Oracle Fusion accounting system including the development and maintenance of the system tables and maintaining vendor records. 

• Authorizing payments annually to a variety of third parties on behalf of the GN by making payments to the Federal Government and the courts and ensuring payments are made on a timely basis. 

• Supervising and managing staff in the Financial Controls section by establishing goals and objectives and assigning work and identifying priorities.

The knowledge, skills, abilities required for this position are usually obtained through:

• A degree in Business, Accounting, Finance, or a related field from a recognized institution, plus,
• Three (3) years’ related work experience in resolving complex accounting and reconciliations using a computerized financial accounting system.
• Two (2) years of supervisory experience.

Assets Include: 

• Experience working with Oracle Fusion. 
• A professional accounting designation.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
