Manager, Research (National Inuit Health Survey) - Existing position 



Band: 5 - $80,781 - $100,976 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**  



This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY


The Qanuippitaa? National Inuit Health Survey (QNIHS) is an ongoing program, requiring two managers.


 


Reporting to the Director of Policy Advancement, the Manager is responsible for leading the implementation and delivery of the Qanuippitaa? National Inuit Health Survey (QNIHS) as an ongoing national program.



The Manager leads a team of staff and oversees day-to-day program operations, ensuring the effective coordination, delivery, and reporting of survey activities. Working collaboratively with Inuit Treaty Organizations, regional partners, and internal teams, the Manager ensures that QNIHS activities are delivered in alignment with organizational priorities, timelines, and funding requirements.



This role is accountable for program execution, team leadership, and operational oversight, including survey implementation, data processes, and stakeholder coordination.



KEY ACCOUNTABILITIES


PROGRAM MANAGEMENT & DELIVERY



  • Lead and manage the implementation of QNIHS activities, ensuring alignment with approved plans and priorities

  • Oversee survey operations, including coordination of design, data collection, processing, and dissemination activities

  • Manage program timelines, deliverables, and reporting requirements, ensuring high-quality and timely outputs

  • Oversee project and program budgets, ensuring effective use of resources

  • Identify operational risks and issues, and implement solutions to maintain program delivery

  • Ensure coordination with Inuit regions to support consistent and effective implementation


 


PEOPLE LEADERSHIP



  • Lead, supervise, and support staff, fostering a collaborative and high-performing team environment

  • Set priorities and assign work, ensuring alignment with program objectives

  • Manage staff performance, including coaching, feedback, and performance reviews

  • Support recruitment, onboarding, and development of team members


 


PLANNING & COORDINATION



  • Develop and manage operational plans and workplans for QNIHS activities

  • Translate strategic direction into actionable program activities and deliverables

  • Coordinate activities across internal teams and external partners to ensure alignment and progress

  • Support the development of proposals and funding-related materials, as required


 


STAKEHOLDER ENGAGEMENT & COLLABORATION



  • Maintain strong working relationships with Inuit Treaty Organizations, governments, and partners

  • Coordinate engagement and collaboration with regional and community stakeholders

  • Work closely with internal teams, including Communications and research functions, to support program delivery

  • Represent QNIHS and ITK in meetings, working groups, and forums, as assigned



DATA & POLICY SUPPORT



  • Oversee data-related activities, including coordination of analysis and reporting outputs

  • Support the development of policy products and recommendations based on survey findings

  • Ensure data activities align with Inuit research principles and organizational priorities


 


ADMINISTRATION & OVERSIGHT



  • Oversee program administration, including documentation, reporting, and compliance requirements

  • Ensure effective coordination of meetings, working groups, and program activities

  • Maintain appropriate records and systems related to program delivery



Performs other duties as assigned.


 


QUALIFICATIONS


KNOWLEDGE AND SKILLS



  • Knowledge of Inuit health priorities and the social determinants of health

  • Understanding of Inuit communities, governance structures, and land claim agreements

  • Knowledge of research, survey methodologies, and data processes

  • Strong leadership and team management skills

  • Ability to manage complex projects, budgets, and competing priorities

  • Strong communication, collaboration, and stakeholder engagement skills

  • Analytical and problem-solving skills, with the ability to support evidence-based work

  • Proficiency in Microsoft Office tools

  • Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);



EXPERIENCE



  • A minimum of 8 years of related work experience in a similar role;

  • Experience managing staff and leading a team;

  • Experience in analysis, program development, evaluation, and consultation;

  • General research and policy development experience;

  • Experience in developing and implementing research and surveys;

  • Experience with project management or program development;

  • Experience with partnership development and maintenance.


 


EDUCATION



  • Bachelor’s Degree in a relevant discipline, such as public health, health sciences, epidemiology, public policy and political or social science.


 


OTHER INFORMATION



  • Office environment: frequent use of computer and telephone

  • Long periods of sitting at a desk in front of a computer

  • Occasional travel and regular meetings

  • Operational direction is provided by the Director

  • Politically sensitive issues may become stressful

  • Frequent deadlines, which intensify when workload is large
