The Office of Addictions and Mental Health (OAMH) provides provincial leadership, strategic direction, and policy oversight for mental health and addictions services in Nova Scotia, with a clear mandate to advance timely, equitable, and universal access to care.
OAMH establishes system priorities, develops policy and strategy, and oversees the effective use of public investments to ensure accessible, high-quality, and evidence-informed services across the province. Central to its mandate is the planning, funding, and performance oversight of a comprehensive continuum of mental health and addictions services, with a focus on ensuring that all Nova Scotians can access the care they need, when and where they need it.
Working in close partnership with Nova Scotia Health, IWK Health, and community-based organizations, OAMH supports the delivery of coordinated, person-centred services spanning prevention, early intervention, treatment, and recovery. The Office is responsible for advancing system integration, monitoring performance, and driving continuous improvement to strengthen access, quality, and outcomes.
Through collaboration with partners across government and sectors, OAMH addresses the broader social determinants of health and advances a coordinated, system-wide approach to achieving universal access and improving mental health and addictions outcomes for Nova Scotians.
The Office of Addictions and Mental Health (OAMH) is seeking to contract an individual with a degree in business management, or health or social sciences discipline, to support the Province’s first mental health and addictions Insured Services Program (ISP) as the Operations Manager.
This is a full-time position, and OAMH is seeking an individual available to work 1.0 full-time equivalent (FTE), or 35 hours per week. The position allows for both in-person and remote work and will have one direct report.
The Operations Manage supports the Province of Nova Scotia’s efforts to transform the mental health and addictions care system by contributing to the ISP. In this role, the Operations Manager advances the development and effectiveness of the ISP by monitoring of program milestones and identifying, recommending, and supporting data‑informed operational solutions.
The Operations Manager oversees the day-to-day operations of the Mood and Anxiety stream, including liaising with Nova Scotia Health and IWK provincial intake teams; identifying and resolving ISP process and flow challenges; streamlining processes for ISP clinicians and clients, and identifying opportunities for system improvement and implementing viable solutions.
Serving as a central coordination hub, the Operations Manager fosters cross‑team collaboration and provides informed recommendations to OAMH’s ISP leadership on high‑priority and emerging system needs.
The ISP Operations Manager is accountable to the OAMH Senior Strategist responsible for the ISP.
