Job Description - Parking Enforcement Bylaw Officer

Concord Parking is Hiring a Parking Enforcement Bylaw Officer!

Location: Edmonton, Alberta
Schedule: 5 Days On, 2 Days Off (Includes Weekends & Special Events)
Hours: 40 Hours per Week
Shift Times (Beat Patrol): 9:30 AM – 6:30 PM
Special Event Shifts: Typically 5:00/7:00 PM – 11:00 PM or Midnight
Employment Type: Full-Time
Pay Rate:

  • $20.00/hour (Training Wage)
  • $21.33/hour (Upon Successful Training Completion & Swearing-In)

Overview

Concord Parking, part of the Paladin Security Group, is contracted by the City of Edmonton to enforce parking regulations on city streets. We are seeking professional, customer-focused individuals who are physically fit, detail-oriented, and confident in handling conflict in a public-facing enforcement role.

All new hires begin in Beat Patrol (Foot Patrol) and may progress to City Patrol (Fleet Vehicle Enforcement) based on performance, attendance, and productivity. High-performing officers may later be recommended for Administrative Peace Officer Status, opening the door to advancement opportunities including Dispatch, Supervisor, or Team Lead roles.

Responsibilities

  • Enforce City of Edmonton Bylaw 5590 for non-moving vehicle violations.
  • Patrol assigned routes (primarily on foot) in all weather conditions.
  • Issue tickets and warnings for non-payment, permit violations, no-parking zones, tow-away zones, and safety concerns.
  • Provide exceptional customer service by educating citizens on parking regulations and dispute processes.
  • Attend special event enforcement shifts (hockey games, football games, concerts, etc.).
  • Maintain accurate and legible reports including Daily Tag Reports, Incident Reports, Vehicle Inspection Forms, and Run Sheets.
  • Communicate regularly with Supervisors, Dispatch, and Team Leads.
  • Perform lone worker checks and accurately clock in/out using assigned systems.
  • Appear in court as a witness when required.
  • Maintain uniform standards and professional appearance at all times.
  • Ensure equipment, note books, and confidential information are secured.

Fleeted Officer (City Patrol) Responsibilities Include:

  • Operating a marked City of Edmonton vehicle.
  • Responding to residential parking complaints.
  • Submitting tow requests as per SOP.
  • Maintaining a clean and fuelled patrol vehicle.
  • Adhering to Alberta Traffic Laws at all times.

Training & Advancement

Training includes:

  • 3 days classroom (SOP training)
  • 2–3 days field training (job shadowing)
  • Online Learning Management System modules
  • Written exam (80% required to pass)

Upon successful completion and formal swearing-in by the City of Edmonton, officers receive their issuer number and wage increase.

Career progression includes:

  • Beat Patrol → City Patrol (Fleet) → Administrative Peace Officer Status
  • Opportunities to apply for Dispatch, Supervisor, or Team Lead roles
  • Must be 18 years of age or older.
  • Grade 12 Diploma or equivalent.
  • Must meet one of the following experience criteria:
    • 2 years post-secondary education (preferably related field), OR
    • 1 year full-time previous enforcement experience (including security), OR
    • 3 years full-time supervisory/management experience where customer service and conflict resolution were key functions, OR
    • 5 years full-time customer service experience where conflict resolution was a key function.
  • Valid Class 5 Driver’s License (minimum 2 years).
  • 5-year driving abstract with fewer than 3 demerits.
  • Ability to walk 20–25+ km per day in outdoor conditions.
  • Strong English reading, writing, and verbal communication skills.
  • Ability to write clear, detailed, and legible reports.
  • Must obtain a clear Criminal Record Check (Vulnerable Sector).
  • Ability to pass a 3-party assessment (TestGorilla).
  • Availability to work 40 hours per week, including evenings and weekends.

Preferred Backgrounds (Nice to Have):

  • Education in Criminal Justice, Police Foundations, or Bylaw-related training.
  • Experience in security, traffic control, or fast-paced enforcement roles.
  • Strong computer and technology skills.
  • Experience in de-escalation and conflict resolution.

After 6 months of full-time employment (minimum 60 hours per pay period), officers qualify for:
