JOB OVERVIEW


Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Senior Regulatory and Energy Markets Specialist.


 


Reporting to the Senior Manager, Market Affairs, this position is responsible for providing rate case support for OPG’s regulated hydroelectric assets as part of Ontario Energy Board (OEB) proceedings. You will work with internal stakeholders in Energy Markets, Finance, Regulatory Affairs and Settlements to develop strategies to satisfy OPG’s regulatory requirements under the Ontario Energy Board Act.


 


KEY ACCOUNTABILITIES 



  • Technical lead for rate case support for OPG’s regulated hydroelectric assets.

  • Respond to OEB directives through analysis on undertakings emanating from OEB rate filings, including developing reports, analyses and written responses to OEB and intervenors, working closely with the Regulatory Affairs team.

  • Monitor and perform after-the-fact analysis of Ontario market events and work in conjunction with various experts in Energy Markets, Commercial Markets, Finance and Regulatory Affairs to deliver strategies and recommendations relating to the regulated hydro assets.

  • Respond to proposed changes to electricity market design which could impact OPG’s operations and prepare responses to advocate for OPG's positions and meet OPG’s Reporting and Record-Keeping Requirements to the OEB.

  • Work with internal partners and engage with external stakeholders (including the IESO and the OEB) to ensure OPG fulfils the regulatory requirements as set out under the OEB Act.

  • Draft OPG’s rate and deferral and variance account applications to the OEB, provide expert advice in developing supporting rate case evidence, prepare responses to Interrogatories, develop strategic arguments, help prepare the witness, monitor the rate hearing and prepare final arguments.

  • Apply knowledge of the Ontario electricity market, electricity revenue streams and hydroelectric operation to develop strategies and recommendations to optimize the operation of OPG’s regulated assets.

  • Lead and participate in initiatives that drive commercial value and operational excellence across OPG’s generating fleet.


 


 


QUALIFICATIONS



  • University degree in Engineering, Science, Finance, Economics, Law or related fields.

  • Must have 8 or more years of relevant work experience in the energy industry.

  • Direct experience working in the Ontario electricity system and energy markets; hands-on involvement with market operations, market settlements, or market rules interpretation are considered assets.

  • Demonstrated ability to interpret and apply the OEB regulated rate framework prescribed under the Ontario Energy Board Act, with experience preparing or reviewing rate applications, compliance filings, or tariff structure.

  • Experience with hydro operations and/or development and execution of market offer strategy in the Ontario electricity market, including familiarity with operational practices and policies, water management protocols and coordination with the IESO.

  • Experience in regulatory monitoring, preparing detailed compliance or regulatory reports, and effective communication with both internal stakeholders and external regulatory bodies; experience representing organizations in regulatory proceedings or consultations is considered an asset.

  • Advanced analytical skills with demonstrated ability to work with and manipulate large data sets, develop robust analytical models, and perform complex numerical analysis using tools such as Excel and Asset; proven capability to translate complex quantitative data into clear, actionable insights

  • Excellent verbal, written, and interpersonal communication skills; demonstrated experience engaging both internal groups and external audiences—including stakeholders, public agencies, government entities, and the general public; proven ability to tailor communication style and approach appropriately for audiences ranging from staff to executive leadership.
