Job Description - Strategic Advisor, Planning and Development


The City of Beaumont is a rapidly growing community of more than 25,000 residents, located on Edmonton’s southern boundary and minutes from the Edmonton International Airport. Our growth and strategic location create exciting opportunities to shape Beaumont’s future through innovative and forward-thinking planning.

The Planning and Development Department guides this growth through development planning, long‑range and regional planning, and safety codes services. We are a collaborative, relentlessly curious, and purpose‑driven team committed to problem‑solving and community building. We are seeking a Strategic Advisor to join our team.

As the Strategic Advisor, you will play a pivotal role in redefining how our city grows and develops. Reporting to the Director, Planning and Development, this role drives continuous improvement across the end-to-end development process by bringing consistency, clarity, and certainty to how work gets done. This role offers the opportunity to redefine suburban development, champion high‑quality urban design, and help shape Beaumont as a vibrant and livable community.

What YOU’RE RESPONSIBLE FOR:
  • Lead complex, end‑to‑end planning and development initiatives from concept through implementation, ensuring projects are delivered on time and aligned with corporate priorities.
  • Drive continuous improvement by analyzing systems, trends, and data to modernize processes, eliminate inefficiencies, and improve service delivery.
  • Apply proven methodologies (process mapping, Lean, design thinking, user‑journey analysis) to redesign and streamline the development process.
  • Build strong, trusted relationships across departments and with external stakeholders to advance shared goals and remove barriers.
  • Provide effective change leadership by assessing impacts, aligning initiatives to business objectives, and guiding the organization through transformation.
  • Communicate complex information clearly through reports, dashboards, KPIs, and strategic messaging to support informed decision‑making.
  • Conduct research, develop performance metrics, and create standard tools and procedures that strengthen organizational planning capability.
  • Serve as a trusted strategic advisor, providing sound judgment, professional discretion, and recommendations to senior leadership.
What YOU Bring:  
  • Minimum of 5 years of progressive experience in in planning. Previous supervisory and leadership experience, project management experience or training, or prior experience working in a private consulting is an asset. 
  • Undergraduate degree in Planning, Geography, or another related field.
  • Professional Membership with the Alberta Professional Planners Institute (Registered Professional Planner – RPP) or eligible.
  • Advanced knowledge of municipal legislation, land use planning principles, and growth management strategies.
  • A proactive, solutions-oriented mindset, demonstrated problem solving skills, and the ability to juggle multiple deadlines and tasks within a fast paced, high-volume environment.
  • Strong story-telling skills, with the ability to convey complex ideas clearly in both written and oral formats to diverse audiences.
  • Ability to relate strategic planning initiatives to policy implementation and awareness and sensitivity towards the current political and economic environment and its impact on the planning environment. 
  • Familiarity with Continuous Improvement tools and techniques such as Lean Six Sigma, methodology and process mapping software is an asset
  • A sharp eye for identifying weak points in processes and organizational structures.
  • Experience and practical knowledge of computer software (Microsoft Office Suite).
  • Project Management Professional (PM) and Change Management certification is an asset.
  • An equivalent combination of education and experience may be considered.

  • A salary range of $95,732.00 - $124,924.80 per annum (based on experience and qualifications).
