Job Description - Assistant Vice President - Cost Manager - Corporate Services

Job Summary:
Corporate Services (CSD) oversees a wide range of operational functions including Real Estate Management (strategic planning, lease transactions, project, design and construction management and facilities management), Corporate Security, Housekeeping, Mail Distribution, Documentation, Destruction and Storage, Catering Services and Reception Management.

The Cost Manager will lead all cost, commercial and contract management activities across multiple projects and leasing transactions within HKEX premises. This includes overseeing project budgets, procurement and tendering, as well as supporting real estate leasing activities. The ideal candidate will possess a strong background in quantity surveying, cost consultancy and contract administration, with proven experience in procurement, tendering, value management and leasing cost analysis.

Job Duties:

Key Responsibilities
  • Lead cost management and commercial functions for assigned projects.
  • Develop and manage project budgets, cost plans and cash flow forecasts.
  • Oversee and participate in tendering, procurement and contract negotiations.
  • Manage post-contract administration, including change management, variations and final accounts.
  • Provide strategic cost and commercial advice to ensure financial efficiency and value delivery.
  • Lead and manage external quantity surveyors to ensure service quality.
  • Review landlord proposals and validate cost assumptions in deal sheets for lease transactions.
  • Ensure accurate financial analysis and reporting for leasing and transaction activities.
  • Collaborate with internal stakeholders including Project Management, Design & Engineering, IT, Central Procurement and Finance teams for aligned project delivery.
  • Ensure compliance with corporate governance, contractual obligations and regulatory requirements.
  • Monitor contract performance and enforce compliance.
  • Compile a project cost database for future planning and benchmarking.
  • Prepare regular financial reports and forecasts for stakeholders, highlighting key project financials.
Requirements
  • Degree in Quantity Surveying or a related discipline.
  • Minimum 15 years' experience in cost and commercial management within consultancy or client-side roles, including at least 5 years in a supervisory capacity.
  • Professional qualifications such as MRICS or equivalent preferred.
  • Strong leadership, organizational skills and stakeholder management capabilities.
  • High sense of ownership, risk awareness, compliance and process efficiency.
  • Self-starter with a positive attitude, strong accountability and ability to perform under pressure.
  • Excellent written, verbal and presentation skills; proficiency in English, Cantonese and Putonghua.
