Job Description - Assistant Vice President, Project Management Team, Cost & Contract Management, Corporate Real Estate

Business Function

Technology and Operations (T&O) enables and empowers the bank with an efficient, nimble and resilient infrastructure through a strategic focus on productivity, quality & control, technology, people capability and innovation. In T&O, we manage the majority of the Bank's operational processes and inspire to delight our business partners through our multiple banking delivery channels.

About the Role

This role serves as the financial backbone of the PM team in CRESA. The candidate will be responsible for the end-to-end commercial management of interior fit-outs, refurbishments, and infrastructure upgrades across the bank's portfolio. This role ensures that all physical workplace projects are delivered with fiscal discipline, audit-ready transparency, and maximum value for the bank's business units.

Key Responsibilities

1. Commercial Strategy & Cost Analysis
    • Develop high-level feasibility estimates for internal business units to support their business case submissions.
    • Maintain a benchmark database of fit-out costs per square feet to ensure competitive pricing.

2. Procurement & Internal Contracting
    • Lead the procurement process following procurement guideline, from drafting RFP / RFQ to final contract award, co-work with Group Procurement Services (GPS).
    • Manage internal contracting workflows, ensuring all vendor agreements align with the Bank's Legal, Risk, and Compliance frameworks.
    • Review and refine Scope of Works to eliminate \"grey areas\" that lead to future claims.
    • Use bank's automation system / platform for managing the vendors onboarding, project tendering, contract preparing, risk assessment, approval circulation, contract sign off and PO issuance…..etc.

3. Budgetary Control & Reporting
    • Establish and track the Capital Expenditure (CAPEX) budget for multiple concurrent projects.
    • Provide monthly financial reporting, committed spend, and \"cost-to-complete\" projections.
    • Strictly manage the contingency fund, ensuring all drawdowns are justified and documented for internal audit.

4. Stakeholder & Vendor Management.
    • Internal: Act as the commercial liaison between the CRESA and the bank's Business / Support Units to manage their requirements against budget constraints.
    • External: Manage relationships with consultants, contractors & suppliers. Lead all commercial negotiations and final account settlements.

5. Payment Certification
    • Manage payment certification within strict timelines to ensure the bank meets the contractual obligation.


Technical Competencies

1. Financial Rigor: Mastery of cost-control software and advanced Excel for intricate budget tracking

2. Contractual Expertise: Deep knowledge of standard construction contracts (HKIA Standard Form of Building Contract) and the ability to adapt to corporate banking standards

3. Fit-Out Knowledge: Understanding of high-spec finishes for branch and office, specialized banking critical services and security requirements.

Experience & Qualifications

1. Experience: Extensive experience in Quantity Surveying, specifically within corporate banking including both office and branch fit-outs or high-end corporate environments.

2. Education: Bachelor's degree in Quantity Surveying, or a related field.

3. Professional qualification: HKIS, MRICS or equivalent professional accreditation.

4. Communication: Exceptional negotiation skills and the ability to translate technical \"construction talk\" into clear financial risks for senior bank executives.
