Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities:

• Conduct credit review, recommendations and approval (with delegated credit authority) to credit proposals of mortgage/secured lending in accordance with the Bank’s credit policies and guidelines as well as in compliance with local regulatory requirements
• Access / approve and make recommendation on assigned lending applications in accordance with the Bank’s credit policies and guidelines as well as in compliance with local regulatory requirements
• Co-ordinate with internal and external parties for business acquisition and credit approval process control initiatives
• Review/update application and approval procedures and guidelines for retail secured lending products
• Participate in projects relating to secured lending and provide advices on credit related issues, workflow, system user requirement / procedure and perform relevant user acceptance tests etc.
• Provide guidance to new joiners/junior team members on workflow, procedures and special tasks on credit assessment & processing matters
Act as a key participant in initiatives of driving sustainable secured lending credit assessment and processing to cope with business needs as well as risk/compliance requirements.
• Execute/Implement continuous improvement of operational efficiency, risk control, service level and credit quality through implementation of application-processing system
• Handle other credit processing assignments and ad hoc projects as assigned by supervisor
• Support frontline and adhere to anti-money laundering and counter terrorist financing controls in accordance with regulatory standards and CNCBI policies
• Demonstrates initiative to go beyond the normal routine and look for new ways to add value

Requirements:

• Degree holder in Business, Finance, Risk Management or related disciplines is preferred.
• Minimum 6-8 years’ relevant experience in credit assessment and processing of retail banking secured lending products with independent delegated approval authority is preferred.
• Good knowledge of retail banking business and operation, banking regulations and compliance, in particular mortgage and secured lending products.
• Good understanding of legal and regulatory requirements on secured lending credit assessment and approval process.
• Practical experience in developing/enhancing application processing system.
• Self-motivated and ability to work under pressure.
• Proficient in Microsoft Excel, Word, PowerPoint and Chinese word processing.
• Good command of both spoken and written English and Chinese (including Putonghua).
