Requirements

• Degree in Civil Engineering / E&M Engineering or a related discipline 
• A minimum of 25 years of relevant project management experience on major infrastructure projects, of which at least 10 years in managerial role responsible for obtaining final certification and overseeing testing and commissioning
• Possession of Corporate Membership of a recognised professional engineering institution 
• Proven ability to provide strong and dynamic leadership, effectively guiding interdisciplinary teams through complex rollouts
• Project management experience on infrastructure projects in Chinese Mainland will be an advantage
• Proficiency in written and spoken Chinese (including Cantonese and/or Putonghua) will be an advantage

Remarks

• Appointment will be made on two-year renewable contract terms

Responsibilities

• Lead the delivery of the Northern Link (NOL) Spur Line section, providing strategic direction and oversight to ensure achievement of project objectives, milestones, budgets and quality outcomes
• Drive the planning, design, construction, testing and commission of major railway infrastructure works, ensuring seamless integration of civil, building services, E&M and systems disciplines across the Spur Line programme
• Lead the Construction Management team, and the Project Management Office and Commercial Management functions embedded within the NOL Spur Line, ensuring integrated delivery and robust controls over project performance, cost, schedule, risk and delivery assurance
• Provide executive leadership across the full project lifecycle, overseeing construction safety, quality, environmental management, contract administration, cost control, resource deployment and change management to maintain delivery certainty across complex programmes
• Foster collaboration across Centres of Excellence, business units and project teams to ensure alignment with corporate standards, delivery strategies and portfolio priorities
• Build and maintain strong relationships with government authorities, regulators, consultants, contractors and industry stakeholders to support regulatory compliance and successful delivery outcomes
• Establish a high-performing project delivery team through effective leadership, talent development, succession planning and workforce optimisation across the portfolio
• Drive a culture of safety, quality, environmental stewardship and operational excellence, leveraging digital, data and AI-enabled solutions to enhance decision-making, project performance and delivery outcomes, while ensuring all works are executed in accordance with statutory requirements and MTR’s governance framework
