Job Description - Procurement Manager (Works & Facilities)

The Procurement Manager (Works & Facilities) will assist the Senior Procurement Manager oversee and manage all procurement activities related to campus development, major and minor works, asset enhancement, and facilities management. This role requires a strategic leader with a strong engineering or project management background to ensure that all capital projects, maintenance contracts, and facilities-related sourcing are executed transparently, cost-effectively, and in strict compliance with local building ordinances and statutory requirements.

The successful candidate will drive value while maintaining a safe, world-class learning environment for our international community.

Key Responsibilities

1. Strategic Sourcing & Project Procurement

  • Lead end-to-end procurement cycles for major capital works, campus renovations, facilities management (FM) contracts, and structural maintenance.

  • Develop and implement procurement strategies that optimize spend, mitigate risks, and ensure timely delivery of works without disrupting school operations.

  • Draft, review, and finalize complex tendering documents, expressions of interest (EOIs), and Requests for Proposals (RFPs).

2. Vendor & Contract Management

  • Source, pre-qualify, and manage a robust roster of contractors, consultants, and suppliers for engineering and works projects.

  • Establish Key Performance Indicators (KPIs) for vendors and conduct regular performance reviews to ensure high-quality delivery.

  • Negotiate commercial terms, SLAs, and pricing structures to maximize value for money while maintaining the highest safety standards.

3. Compliance, Governance & Risk Management

  • Ensure all procurement activities and works-related contracts strictly adhere to the Building Ordinance and other relevant statutory, health, and safety regulations.

  • Maintain the highest standards of integrity, transparency, and corporate governance throughout the tendering and awarding process.

  • Collaborate with internal and external parties to manage contractual risks and resolve potential disputes with contractors.

4. Stakeholder Collaboration & Communication

  • Act as the primary bridge between the Procurement function, the Facilities team, School Leadership, and external government bodies.

  • Translate complex engineering and procurement data into clear, actionable insights for non-technical stakeholders.

Job Requirements

Education & Qualifications

  • Degree Holder: Bachelor’s degree in Project Management or Engineering, or a closely related discipline.

  • Professional qualifications such as CIPS, HKIS, or RICS are highly advantageous.

Experience

  • A minimum of 8 years of professional procurement experience, specifically focusing on works, construction, and facilities management projects.

  • At least 3–5 years of experience operating at a managerial level within a sizable organization (e.g., international schools, universities, property developers, or multinational corporations).

Technical Knowledge & Skills

  • Deep familiarity with the Building Ordinance and relevant statutory/regulatory frameworks governing building works and facility maintenance.

  • Strong expertise in contract laws, tendering procedures, and managing FIDIC or local standard forms of building contracts.

Language & Communication

  • Fluency in English (spoken and written) is mandatory. The candidate must be comfortable negotiating, presenting, and drafting documents in English.

  • Excellent interpersonal and presentation skills.
