Job Description - WeLab Bank - (Assistant) Manager, Operational Risk

About You:

What You’ll Do and What Success Looks Like



  • Develop, implement, and maintain the Bank’s Operational Risk Management Framework (ORMF) and operational resilience framework, including supporting policies, procedures, systems, and tools to ensure alignment with regulatory requirements and industry best practices

  • Assess the adequacy and effectiveness of existing controls, and provide recommendations for enhancement in accordance with HKMA Supervisory Policy Manual and applicable regulatory expectations

  • Drive and coordinate Risk and Control Self-Assessment (RCSA) and Key Risk Indicator (KRI) frameworks, enhancing risk identification, assessment methodologies, and ongoing monitoring practices

  • Oversee the review and analysis of operational risk events, incident and issue trends, and significant risk events; perform root cause analysis and ensure the implementation of sustainable and effective mitigation measures

  • Monitor and track risk issues, audit findings, and management action plans, ensuring timely remediation, closure, and escalation of overdue or high-risk items

  • Conduct risk assessments and thematic reviews of operational processes; provide risk advisory input for product due diligence, and offer guidance to business units and support functions on new products, services, and change initiatives

  • Perform risk data analysis and maintain high-quality operational risk and loss data repositories to support robust risk insights, trend analysis, and data-driven decision-making

  • Prepare accurate and timely operational risk reports (monthly and ad hoc) for senior management and governance forums, with clear articulation of key risk themes, emerging risks, and control effectiveness

  • Support the effective execution of Risk Management Committee (RMC) meetings, including preparation of materials, facilitating risk discussions, and tracking of action items to ensure strong governance

  • Support Business Continuity Management (BCM) and operational resilience initiatives, including Business Impact Analysis (BIA), identification and maintenance of critical operations, business continuity planning (BCP) exercises, and scenario testing

  • Promote a strong risk culture across the organization by delivering training, enhancing risk awareness, and driving continuous improvement in operational risk management practices


 


What is Required and What We’re Looking For



  • Bachelor’s degree in Risk Management or a related discipline

  • Minimum 3–5 years of relevant experience in the financial services industry or consulting, with a focus on operational risk management, internal controls, or audit

  • Professional certifications such as Associate Operational Risk Management Professional (AORP) or Certified Operational Risk Management Professional (CORP) are advantageous

  • Demonstrated practical experience and sound understanding of operational risk frameworks and regulatory standards, including HKMA Supervisory Policy Manual modules (e.g. OR-1, OR-2, SA-2, TM-E-1, TM-G-2, IC-1, CG-1)

  • Strong analytical, problem-solving, and critical thinking capabilities, with the ability to assess complex risk scenarios and propose pragmatic solutions

  • Ability to work independently, manage multiple priorities effectively, and deliver high-quality outputs within tight timelines

  • Excellent communication and stakeholder management skills, with the ability to engage, influence, and collaborate effectively across business and functional teams
