Job Description - Mental Health Activity Manager - Manipur, 6 MO

Mental Health Activity Manager

(6 months, based in Manipur, India)

Objectives of the position

As a mental health activity manager, you will create, implement and improve mental health and psychosocial support programmes for patients with medical, mental health, psychosocial and drug abuse. MSF’s mental health activities combine clinical and community‑based approaches and are integrated into existing medical services, including those targeting people with tuberculosis, HIV/AIDS and other chronic conditions. A substantial part of your work will involve training and supervising local staff who deliver psychosocial support, as well as ensuring high‑quality data collection, analysis and reporting.

In the Manipur programme, you will work within a multidisciplinary medical team (doctors, nurses, health promotion, a mental health supervisor, four counsellors, project coordination, admin and HR) in a One-Stop Centre (OSCC) providing treatment, psychosocial support and harm‑reduction services for people who inject drugs. The project operates along the Indo‑Myanmar border, where conflict, displacement and unsafe injection practices contribute to high rates of HIV, TB, MDR‑TB and Hepatitis C. You will support patients with these conditions through adherence counselling and low‑threshold psychosocial care, while strengthening the skills of local counsellors.

This vacancy is project-specific for Manipur, but the selected candidate may also be considered for inclusion in MSF’s international mental health specialist pool for future field deployments.

Specific Responsibilities

  • Lead mental health and psychosocial activities across the one-stop centre for people who inject drugs - PWID, HIV/TB/HCV services and mobile clinics, following the project’s mental health strategy.

  • Ensure high‑quality counselling at the one‑stop centre, in line with the harm‑reduction approach.

  • Oversee psychosocial support for HIV/TB/HCV patients as well as PWID and their caregivers, complementing testing and counselling services.

  • Strengthen community networks with the health promotion team by building and maintaining links with psychosocial support providers in the area.

  • Provide clinical supervision to the mental health and psychosocial team, especially for work with people who inject drugs or reporting mild to severe mental health related problems.

  • Participate in case discussions with the wider medical team to ensure mental health input is included in patient care.

  • Mentor the mental health supervisor to monitor activities and maintain ethical standards.

  • Collaborate on culturally appropriate strategies with the health promotion and community engagement manager.

  • Support accurate data collection and contribute to data analysis and monthly reporting to guide programme planning.

Candidate Profile

  • A master’s degree in clinical psychology, or equivalent (postgraduate) qualification in community psychiatric nursing, with strong clinical therapeutic experience; or experience as a psychiatrist

  • Licensed to work as psychologist or psychiatrist

  • Essential working experience of at least two years in direct clinical work with patients, as psychologist or other similar profession.

  • Extensive experience providing counselling and psychotherapy to Injecting Drug Users (IDUs), or people who have substance abuse issues, PLHIV and patients under-going TB treatment

  • Experience in coaching, supervision and facilitating trainings

  • Work or travel experience in developing countries

  • A good command of the English language (minimum B2)

  • Ability to cope with stress and to organize and prioritize workload

  • Ability to work in an international team

  • Willingness to work in an unstable and insecure environment

  • Availability of at least 6 months

Strong Assets

  • Demonstrable experience in clinical treatment of clients with trauma and/or with HIV/AIDS and/or tuberculosis

  • Work experience in a similar non-governmental organization abroad or with clients from various cultures and developing countries

  • A good command French, Arabic, and or Spanish
