Job Description - Senior Associate, IFSC Compliance Officer

Scope and responsibilities

  • With support from supervisors and global team, day-to-day on the ground responsibility for compliance associated with this entity’s/regional, staff including:

    • assisting in the management of Oaktree’s Code of Ethics policies and regional supplements, related training, collection of certifications and review of reports generated;  

    • escalating potential exceptions;

    • assisting and reviewing compliance surveillance reports;

    • assisting in the issuance of violations, if warranted;

    • providing regional based guidance and monitoring conflicts related to personal account trading, outside business activity, political activity, and the provision/receipt of meal, gifts and entertainment;

    • assisting with personal transaction reporting and maintenance of PA Dealing records

    • providing compliance training on matters relating to Code of Ethics and internal policies

  • Responsible for ongoing compliance and reporting obligations associated with the entity, including:

    • monitoring the compliance and operations of the International Financial Services Centres Authority (‘IFSCA’) Act, Special Economic Zone (SEZ) Act, rules and regulations, notifications, guidelines, instructions, etc., issued by the IFSCA and for redressal of investors grievances;

    • drafting and filing responses to the IFSCA, SEZ Authority and, in coordination with global team, other regulators as appropriate;

    • developing, drafting and reviewing policies and procedures designed to ensure compliance with applicable regional laws and regulations and to sit along global policies and procedures.

    • training staff on regulatory obligations and maintaining attendance records.

    • advising and reporting to local and global management on the company’s compliance with laws and regulations;

    • keeping abreast of changes in regulatory requirements in the region and addressing impact on Oaktree’s activities on the ground

  • Utilizing technology for surveillance as appropriate and

  • Responsible for maintenance of records in a compliant manner

  • Participating in ad-hoc regional and global compliance projects

  • Due to small size of the office, help with managing administrative responsibilities related to office.

Experience required

  • At least 5 years’ experience in a compliance or operational role in the financial services entities

  • Professional qualification or post graduate degree/ diploma (minimum 2 years in duration) in finance, law, accountancy, business management, commerce, economics, capital market, banking, insurance or actuarial science from a recognized Indian or foreign university/ institution

  • Hands on knowledge of the Fund Management Entity and Fund’s operational processes, IFSCA regulations, SEBI regulations, etc.;

  • Knowledge of RBI / FEMA regulations including knowledge of regulations applicable to the IFSC at GIFT City;

  • Sound knowledge of taxation i.e. Indian income Tax, tax withholding, GST, etc; would be preferable.

  • Proficiency in use of softwares/applications;

  • Has ability to resolve stressful situations with internal clients and regulators;

  • Exercises good business judgment and is aware of when to escalate issues;

  • Strong initiative and a self-starter with the ability to work with minimal supervision

  • Strong knowledge of Microsoft Excel; proficient in other Microsoft Office products including Word, Outlook and other business software.

Education

  • Professional qualification or post graduate degree/ diploma (minimum 2 years in duration) in finance, law, accountancy, business management, commerce, economics, capital market, banking, insurance or actuarial science from a recognised Indian or foreign university/ institution; or

  • Certification from any organization/ institution/ association/ stock exchange recognised/ accredited by a regulator in India or Foreign jurisdiction.
