About the Organization  

Swaniti Initiative is a social enterprise
that is working at the intersection of climate, governance and last mile
delivery. We believe that while the willingness and resources exist, there are
fundamental gaps in the execution within communities that is the biggest crisis
in the climate movement. Accordingly, Swaniti works with subnational
governments to conduct microplanning exercises with consultations with
community and key stakeholders to understand the pathways forward, provide
technical assistance to subnational governments to provide support in program
implementation and support in monitoring and delivery of programs.

Swaniti has been working across multiple
geographies in the global south to unlock capital. Our three core metrics
include unlocking public capital, ensuring last mile communities are directly
benefitted and creating systemic changes in the public service systems. While
we are continuing to focus on impact, it is critical to have a lead who has a
deep understanding about monitoring, evaluation and learning. Our intention is
to create an institutional capability to measure and document the scale of our
impact and look at how learning can be replicated across the institution.

About
the programme

The
Swaniti Initiative (Swaniti) and the Constitution Club of India (CCI) are
launching the Public Service Fellows (SI-PSF) programme. It is a 12-month paid
fellowship for 20 young graduates. Fellows will work as Policy Research Fellows
in the offices of serving Hon’ble Members of Parliament (MPs). They will
support the Hon’ble MP’s parliamentary work and see first-hand how policy is
debated, shaped and passed.

Structured
training runs alongside the work throughout the year. By the end of the fellowship,
fellows will have a practical understanding of public institutions. They will
also have skills they can use in careers in government, Parliament, policy
research, development or public affairs.

Requirements

1.    Objectives

• Offer Hon’ble MPs balanced, evidence-based
  research support for their parliamentary work.
  
• Give young graduates practical experience of
  Parliament and build their skills in research, writing and data analysis.
  
• Grow a community of young professionals who
  understand India’s public institutions and are interested in public service.
  

2.    The role: Policy Research Fellow

Key
responsibilities

• Policy
  research: Research topics relevant to the Hon’ble MP’s work, such
  as the Union Budget, government schemes and constituency issues.
  
• Parliamentary
  support: Prepare background briefs, policy notes and inputs for speeches.
  Research inputs for parliamentary interventions, including Question Hour, and
  draft correspondence under the Hon’ble MP’s guidance.
  
• Data
  analysis: Collect and analyse government statistics and reports,
  and present the findings clearly.
  
• Constituency
  issues: Track issues raised in the constituency and identify
  where they can be taken up through parliamentary means.
  
• Communication: Help
  prepare factual material on the Hon’ble MP’s parliamentary work, such as social
  media posts, press notes and updates.
  

3.    Skills and competencies

• Analytical: Can
  interpret data, review research and draw evidence-based conclusions.
  
• Writing: Writes clear and concise English. The ability to read and write in Hindi or another
  Indian language is an added advantage.
  
• Policy
  knowledge: Has a basic understanding of how government works and of
  core public policy ideas, and is willing to learn parliamentary rules and
  procedure.
  
• Communication: Speaks
  clearly and respectfully with officials and citizens, and can explain complex
  ideas simply.
  
• Technical: Is
  comfortable with MS Word, Excel, PowerPoint, AI and other digital tools, and
  online databases.
  
• Professional
  conduct: Works well in a team, respects diverse viewpoints and handles
  information with discretion.
  

4.    Eligibility

• Graduates (Bachelor’s or Master’s) of the
  2025 or 2026 batches, in any discipline, from a recognised university or
  institution in India or abroad. Final results should be declared before the
  fellowship begins.
  
• A demonstrated interest in public policy, governance
  or social issues, for example through coursework, research or volunteering.
  
• Indian citizenship.
  
• Ability to work full-time in New Delhi for 12
  months, with occasional travel.
  
• Preference will be given to candidates with
  internship or volunteer experience in
  governance, media or research.
