QA/QC Inspector – Mechanical Static & Rotating Equipment


Project: Livorno Bioraffineria

Function: Mechanical Completion / Finalization Team

Role: Client Representative


Job Purpose


To support the Client during the finalization and mechanical completion phase of the Livorno Bioraffineria Project, ensuring that static and rotating mechanical equipment installed by the EPC Contractor is completed, inspected, tested and documented in accordance with approved engineering documentation, project specifications, applicable standards and contractual requirements.


The QA/QC Inspector – Mechanical Static & Rotating will act on behalf of the Client, independently verifying the completeness and acceptability of the EPC Contractor's work, with particular focus on mechanical completion walkdowns, equipment installation verification, punch-list management, completion documentation and readiness for handover to commissioning.


The position is therefore focused not only on traditional QA/QC inspection, but particularly on the final verification and acceptance of mechanical systems and equipment prior to commissioning.


Main Responsibilities



  • Act as the Client's field representative for inspection and verification of static and rotating mechanical equipment.

  • Monitor and verify the EPC Contractor's mechanical completion and finalization activities.

  • Inspect installed mechanical equipment and confirm compliance with approved drawings, vendor requirements, project specifications and applicable standards.

  • Participate in mechanical completion walkdowns with the EPC Contractor, Construction and Commissioning teams.

  • Identify incomplete, defective or non-conforming works and ensure they are correctly recorded through the project punch-list process.

  • Verify corrective actions and physically confirm closure of mechanical punch items.

  • Review mechanical completion packages and supporting documentation submitted by the EPC Contractor.

  • Confirm equipment and associated systems are mechanically complete and suitable for handover to commissioning.

  • Ensure Client acceptance is granted only when the physical installation and required documentation meet the agreed project completion criteria.

  • Coordinate with Engineering, Construction, QA/QC and Commissioning personnel to resolve outstanding technical and completion issues.


Key Activities – Static Equipment



  • Inspect installation and mechanical completion of static equipment such as pressure vessels, columns, drums, tanks, heat exchangers, filters and other packaged/static equipment.

  • Verify equipment identification, location, orientation, elevation, accessibility and general installation against approved drawings and vendor documentation.

  • Verify foundations, anchor bolts, supports, grouting and equipment fixing as applicable.

  • Check nozzles, manways, internals, covers and associated mechanical components for completeness and correct installation.

  • Verify that required preservation, cleanliness and protection measures have been maintained.

  • Check completion of required inspections and tests and review the corresponding records.

  • Verify that temporary construction items, shipping restraints, temporary supports and protective devices have been removed or correctly managed prior to handover.

  • Confirm equipment reinstatement and readiness following inspection, testing or internal access activities.


Key Activities – Rotating Equipment



  • Inspect installation and mechanical completion of rotating equipment including pumps, compressors, turbines, blowers, fans and other rotating machinery.

  • Verify equipment installation against approved drawings, vendor requirements and project specifications.

  • Check equipment foundations, baseplates, anchor bolts and grouting.

  • Verify equipment levelling and installation condition.

  • Review alignment status and relevant alignment records for equipment, drivers and couplings.

  • Verify installation and condition of couplings, guards and associated mechanical accessories.

  • Check lubrication, sealing, cooling and other auxiliary mechanical systems for completeness.

  • Verify that vendor preservation requirements have been maintained and that equipment is correctly prepared for commissioning.

  • Review relevant installation and mechanical completion records.

  • Participate in pre-commissioning checks and equipment readiness inspections as required.

  • Support the Commissioning Team in resolving mechanical issues identified during initial equipment preparation, testing or start-up activities.


Mechanical Completion & Handover Activities


A major element of the position will be the Construction-to-Commissioning handover process. The Inspector will:



  • Perform system and subsystem mechanical completion walkdowns.

  • Verify equipment and associated mechanical installations against approved drawings, datasheets, vendor documentation and project specifications.

  • Generate and/or validate mechanical punch-list items.

  • Ensure punch items are appropriately categorized according to project procedures and handover requirements.

  • Follow up the EPC Contractor's corrective actions and physically verify closure.

  • Review mechanical completion certificates and associated inspection records.

  • Verify completeness of mechanical completion dossiers and turnover packages.

  • Identify discrepancies between actual field installation and approved documentation and coordinate resolution with Engineering and the EPC Contractor.

  • Verify that outstanding items do not compromise safety, equipment integrity or readiness for commissioning.

  • Support final Client acceptance of completed mechanical systems/subsystems.

  • Monitor completion progress and highlight issues that could affect commissioning priorities or project milestones.


Documentation & Quality Verification



  • Review relevant inspection and test records submitted by the EPC Contractor.

  • Verify compliance with approved ITPs, project specifications, vendor documentation and applicable codes/standards.

  • Review equipment installation records, alignment reports, test certificates and other applicable mechanical completion documentation.

  • Verify that NCRs, outstanding technical queries and construction deviations affecting mechanical equipment have been satisfactorily resolved before final acceptance.

  • Ensure equipment documentation accurately reflects the final installed condition.

  • Participate in completion, quality and coordination meetings with the Client, EPC Contractor and Commissioning Team.

  • Prepare inspection reports and provide clear status reporting on outstanding mechanical completion issues.


Interfaces


The position will interface closely with the:



  • Client Construction and Mechanical Completion Team

  • Client QA/QC and Engineering functions

  • Commissioning and Start-up Team

  • EPC Contractor Construction, QA/QC and Mechanical Completion teams

  • Equipment vendors and vendor representatives, where applicable

  • Piping, Civil, Electrical, Instrumentation and Process disciplines


The Inspector must maintain a clear Client-side verification role. Responsibility for execution and quality control remains with the EPC Contractor, while the Inspector verifies that the completed installation is compliant, complete and acceptable for Client handover.


Requirements



  • Technical Diploma or Engineering qualification in Mechanical Engineering or a related discipline.

  • Minimum 8–10 years of relevant site experience in mechanical construction, inspection, QA/QC, mechanical completion or commissioning within refinery, petrochemical, oil & gas, energy or EPC projects.

  • Strong practical experience with static and/or rotating mechanical equipment.

  • Good knowledge of mechanical equipment installation and construction practices.

  • Experience performing field inspections and mechanical completion walkdowns.

  • Good understanding of equipment drawings, datasheets, vendor documentation, specifications and applicable inspection requirements.

  • Experience with punch-list management, mechanical completion certification and Construction-to-Commissioning handover.

  • Familiarity with equipment installation checks, foundations, grouting, alignment, preservation and reinstatement.

  • Good understanding of applicable API, ASME and other relevant industry standards, according to equipment type and project requirements.

  • Experience interfacing with EPC contractors, vendors and multidisciplinary project teams.

  • Ability to identify installation deficiencies and independently assess whether work meets Client acceptance criteria.

  • Strong field orientation, attention to detail and practical problem-solving capability.

  • Good reporting and documentation skills.

  • Professional working capability in Italian and English is strongly preferred.


Preferred Experience


Previous experience on refinery, bio-refinery, petrochemical, revamping or brownfield projects, particularly during the final stages of construction and mechanical completion.


Experience acting on behalf of an Owner/Client or PMC in the verification and acceptance of EPC Contractor work would be highly desirable.


Candidates with strong backgrounds as Mechanical Inspectors, Mechanical Completion Inspectors, Mechanical Supervisors or Static/Rotating Equipment Supervisors may also be suitable, provided they have demonstrable experience in inspection, completion walkdowns, punch-list close-out and handover to commissioning.
