Developer - Project Planning Manager / Senior Manager

The Manager / Senior Manager (PMO) Planning & Controls is a strategic leadership role responsible for the development, integration, and high -level governance of end -to -end project master programmes across the property development portfolio. This role ensures absolute alignment between physical project execution, corporate cash flow, stage billing structures, and sales revenue projections. You will act as a key advisor to executive management, proactively identifying systemic risks and proposing commercially viable mitigation strategies to safeguard project delivery.

Key Responsibilities

1. Strategic Programme Leadership

• Establish and oversee the development of fully integrated project timelines using Microsoft Project, ensuring standardized WBS, dependency logic, and cost -loading across all projects.
  
• Define and maintain baseline programmes and controlled updates to ensure project integrity.
  
• Ensure all master programmes accurately reflect the complexities of Malaysian regulatory approvals and development milestones.
  

2. Cross -Functional Integration & Commercial Alignment

• Lead the creation of coordinated master programmes that integrate project execution with cash flow, stage billing, and sales projections.
  
• Drive collaboration with Finance, Sales & Marketing, and Business Development teams to ensure operational synergy.
  
• Provide strategic planning support for feasibility studies, land acquisitions, and development option reviews.
  
• Support senior management in scenario planning and high -level review sessions.
  

3. Portfolio Monitoring & Risk Mitigation

• Oversee the monitoring of progress against established baselines to identify critical path delays and resource bottlenecks.
  
• Review and validate comprehensive progress and variance reports for executive -level decision -making.
  
• Design and propose realistic mitigation strategies, including programme resequencing and resource optimization.
  
• Evaluate the cost, risk, and feasibility of various mitigation options and advise management on schedule trade -offs.

• Portfolio MS Project Master Programmes.
  
• Cash -flow linked development timelines and stage billing/sales -aligned schedules.
  
• Executive -level progress and variance reports.
  
• Comprehensive mitigation and recovery plans for delayed projects.
  

Requirements

Qualifications & Experience

• Education: Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying, or a related field.
  
• Experience: Minimum 8–12 years of experience in project planning within property development or construction (Manager: 8+ years; Senior Manager: 12+ years).
  
• Local Expertise: Strong, demonstrable understanding of the Malaysian development process and regulatory landscape.
  

Technical Competencies

• Advanced MS Project Skills: Ability to build and manage complex, integrated schedules.
  
• Financial Integration: Expert knowledge of cash flow modelling, stage billing structures, and sales/revenue timing.
  
• Analytical Communication: Ability to translate complex technical schedules into clear, executive -level insights for senior stakeholders.
  
• Lifecycle Mastery: Deep understanding of the entire property development life -cycle—from land purchase and planning to pre -construction, launch, and handover.
