Procurement Manager

JOB TITLE: MANAGER, PROCUREMENT

JOB SUMMARY

• Procurement Manager oversees Company purchases and responsible for finding and evaluating suppliers, products, and services, negotiating contracts, and acquiring the most cost-efficient deals without compromising on quality
• Direct materials purchased must comply to Company's ǪMS for HE & Phthalates test, Bill of Substance (BOS) & uploaded into Chemical Management Database (CMD) platform.
• Indirect purchases cover the purchase of tangible (buy), intangible (service), asset, contracted projects and service rendered job for local and overseas vendor. All purchase were monitored, reviewed, and executed promptly within the timeline & budget.

JOB DUTIES AND RESPONSIBILITIES

• Be responsible for identifying potential supplier sources, conducting interviews with potential vendors, negotiating favorable supplier agreement, managing supplier and vendor contracts.
• Review contract drafting, award to competent supplier, bidding, negotiation and managing suppliers through the whole procurement process for direct and indirect material. In addition, deal with other factors such as sustainability, risk management and ethical issues.

Job Areas

1. Direct Materials
   • Purchase all raw materials in compliance to Company's ǪMS for HE & Phthalates test
   • Accountable for all direct materials to support weekly pack out
   • Follow up for all new product FEP, PP & PS support on time
   • Use costing module to purchase master cartons and printed packaging
   • Monitor usage and safety stock level for all commodities
   • Provide rolling forecast of raw materials requirement to supplier for assurance of continuous supply
   • Understand vendor capabilities & capacity
   • Inventory Management, target to achieve Days of Inventory goal set by company
   • Provide stock holding forecast and market price trend of all commodities to Finance for budgetary project
   • Monitor supplier quality performance score and consistently provide feedback for continuous improvement
   • Conduct regular vendor audit with Ǫuality Team and service coating supplier for Supplier certification
   • Concept Review with engineering & provide best estimate costing for new projects

Indirect Materials

• Indirect material is a very vast scope which covers asset, equipment, tender bidding, contract, tangible, and intangible items
• Buyer work with requestor to understand details and specifications of item required through discussion or Gemba the area for any services or preventive maintenance required
• Start sourcing from reliable source, negotiate for best price, MOǪ, lead time and best delivery commitment date
• Obtain price comparison before award order
• Build strong networking and supplier relationship
• Best practice sharing with other facilities for price benchmarking
• Follow up and monitor progress of awarded project
• Monitor supplier performance and provide feedback to contractor of their performance
• Conduct vendor audit with engineering team before awarding any high value project

Cost Saving Initiative

• Set Cost Saving Program goals for direct and indirect teams
• Collaborate with GPA for fixed forward purchase and hedging plan for resin and axle wire
• Running change to reduce obsolescence exposure for materials substitution
• Procurement staff to participate in Business Kaizen Program and Kaizen activities

EHS/ǪMS Compliances

• Compliance to ISO 90002,14001 C 180001 audit
• Compliance to ǪMS raw materials requirement for all direct materials.
• Compliance to CMD (Chemical Management Database)
• Compliance to FSC (Forest Stewardship Council) Rainforest regulations

People Development

• Rotate Indirect Buyer activities to handle different department request
• Cross Training for Planner to do different commodity
• Create Career development path for team
• Attend seminar or training to enhance knowledge on procurement strategies & tactic

Sustainability & Ethics

• 100% recycle paper Forest Stewardship Council (FSC)
• Develop to use Recycle PET (RPET)
• Evaluate to use paper pulp for gift pack series
• Use water-based varnish for blister sealing process

Ǫualifications, Skills & Experience

• Possess at least a bachelor's degree, preferably related to procurement purchasing management or equivalent
• Working experience as a Procurement Manager or Procurement Officer with minimum 5-10years in procurement
• Strong leadership, strategic thinking, negotiation, interpersonal and communication skills
