Position: Manager / Senior Manager, Project Implementation
The Manager / Senior Manager, Project Implementation leads the end‑to‑end delivery of civil and building projects, ensuring works are completed on time, within budget and to required quality and safety standards. The role typically covers residential, commercial and mixed‑use developments, working closely with internal teams, consultants, contractors and authorities.
Key Responsibilities
Project Planning & Design
Lead the planning and design stages in line with scope, budget and timeline.
Coordinate with architects, engineers and consultants to finalise design and technical specifications.
Identify key project risks and develop practical mitigation plans.
Prepare project execution plans (PEP), work breakdown structures (WBS) and construction programmes.
Project Management
Serve as the main contact for all project stakeholders (clients, consultants, contractors, vendors and authorities).
Manage day‑to‑day execution of civil and structural works to meet approved schedule and quality requirements.
Review and monitor budgets, timelines and resources; adjust plans when there are changes or unforeseen issues.
Implement project control systems for cost, quality and progress tracking.
Quality, Safety & Compliance
Ensure full compliance with relevant regulations, standards and company policies (safety, environmental, statutory and zoning).
Carry out or review inspections at key stages of construction to verify compliance with drawings, codes and specifications.
Implement and maintain a project quality plan across all phases.
Coordinate and close out third‑party inspections, testing and audits.
Risk & Issue Management
Proactively identify technical, commercial, safety and environmental risks and put in place mitigation measures.
Ensure the site team complies with health and safety requirements and industry best practices.
Maintain contingency plans for design changes, cost overruns, delays and unforeseen site conditions.
Team Leadership & Coordination
Lead and mentor a team of engineers, supervisors and technical staff to deliver project targets.
Provide guidance and coaching to junior engineers and new team members.
Manage and evaluate contractors and consultants, ensuring deliverables meet agreed time, cost and quality.
Promote a collaborative working culture and resolve project issues and conflicts promptly.
Documentation & Reporting
Review and endorse technical submissions, method statements and project reports.
Maintain accurate project records including drawings, change orders, approvals, correspondence and meeting minutes.
Provide regular progress updates to senior management and key stakeholders, highlighting milestones, risks and action plans.
Ensure proper documentation for project completion, including as‑built drawings, warranties and certifications.
Client & Stakeholder Management
Build and maintain strong working relationships with clients and key stakeholders.
Manage expectations through clear communication on progress, risks and issues.
Support the resolution of disputes or concerns that arise during the project lifecycle.
Construction Supervision
Oversee site activities to ensure works are carried out in accordance with approved drawings, specifications and method statements.
Monitor site safety practices and housekeeping standards.
Ensure site teams have the necessary information, materials and resources to work efficiently.
Post‑Construction & Handover
Lead final inspections, testing and commissioning, and ensure timely rectification of defects.
Coordinate the handover of the completed project to the client with all required documentation.
Review overall project performance and document key lessons learnt for future projects.
Skills & Qualifications
Degree in Civil Engineering or related discipline; a master’s degree is an advantage.
Professional certification (e.g. PE, PMP or equivalent) is an added advantage.
Minimum 7 years’ relevant experience in civil / building projects, with at least 3 years in a project management or senior engineering role.
Proven track record managing medium to large residential, commercial or mixed‑use developments.
Strong knowledge of construction methods, civil / structural engineering principles and project management practices.
Proficient in common engineering and project tools (e.g. AutoCAD, Revit, Civil 3D, MS Project or equivalent).
Familiar with applicable building codes, authority requirements, safety and environmental regulations.
Strong leadership, people management and stakeholder management skills.
Clear and confident communication, with good negotiation skills.
Hands‑on problem‑solver who can make decisions under pressure.
Strong planning, organisation and time‑management abilities.
Work Environment
Based primarily on‑site and in the office, depending on project stage.
Frequent site presence and occasional travel for meetings with clients, consultants and other stakeholders.
