About
the role

Within our
Public Sector team in the Netherlands, we are looking for a Tender Manager who
will take ownership of the full public procurement process for translation and
interpreting services.

In this
role you ensure that Our Client participates in the right tenders, that
submissions are compliant with procurement regulations, and that the entire bid
process is managed in a structured and timely manner.

You act as
the central coordinator of the tender lifecycle: from opportunity monitoring
and go/no -go analysis to submission, compliance checks and post -bid evaluation.

Key
Responsibilities

Tender
opportunity monitoring

  • Monitor public procurement
    platforms such as TenderNed, Mercell, CTM and TED (Tenders Electronic
    Daily) for relevant opportunities.

  • Assess new opportunities and
    perform initial go/no -go analyses together with internal stakeholders.

  • Maintain an internal overview
    of upcoming tenders and pipeline opportunities to support strategic
    planning.


Tender planning and governance

  • Manage our Tender management
    platform.

  • Plan and manage the full tender
    lifecycle, including timelines, milestones and submission governance.

  • Organize internal reviews and
    decision checkpoints during the tender process.

  • Coordinate the tender process
    to ensure all deadlines and procurement requirements are met.


Procurement compliance

  • Ensure full compliance with
    Dutch and European procurement regulations, including the Dutch Tender Act
    (Aanbestedingswet 2012) and EU Directive 2014/24/EU.

  • Perform final compliance checks
    before submission of the tender.

  • Maintain compliance checklists
    and ensure all mandatory procurement documentation is complete and valid.

 

Stakeholder
coordination

  • Coordinate internal
    stakeholders including sales, operations, finance, legal and IT.

  • Gather input from subject
    matter experts and ensure all required documentation is delivered on time.

  • Facilitate internal alignment
    meetings and ensure clear communication throughout the tender process.


Tender documentation and submission

  • Prepare and manage all tender
    documentation including certificates, declarations and compliance
    documents.

  • Manage the clarification and
    Nota van Inlichtingen (NvI) process.

  • Submit tenders through official
    procurement platforms.


Pricing coordination

  • Collect pricing proposals and
    supporting financial information from the responsible commercial
    stakeholders.

  • Support internal teams with
    tender -specific risk assessments.

  • Ensure pricing inputs are
    aligned with tender requirements and submission deadlines.


Documentation management

  • Maintain accurate tender
    records, documentation archives, and submission checklists.

  • Ensure audit -ready
    documentation for procurement processes.

  • Maintain and update internal
    templates, document libraries, and reusable tender materials.


Post -tender evaluation

  • Support post -tender
    evaluations, debriefings and win/loss analysis.

  • Identify opportunities to
    improve the tender process and contribute to continuous process
    improvement.

  • Document lessons learned and
    share insights with internal stakeholders to strengthen future bids.



Requirements

Requirements

  • Bachelor's degree in Business
    Administration, Procurement, Law, Public Administration or a related
    field.

  • Proven experience managing
    public sector tenders or procurement processes.

  • Strong understanding of public
    procurement frameworks and compliance requirements.

  • Excellent project management
    skills and ability to manage multiple tenders simultaneously.

  • Strong organizational and
    analytical skills with a high level of attention to detail.

  • Ability to coordinate multiple
    stakeholders across different functions.

  • Excellent written and verbal
    communication skills.

  • Professional proficiency in
    Dutch and English is required.
