Job Title: Finance and Procurement Manager

Reporting Line:

• Directly to the Chief Operating Officer / Executive Director
  


• Indirectly to the Board Finance Committee

The Finance & Procurement Manager will provide strategic leadership and oversight for the organization’s financial management and procurement functions. This role is critical in ensuring financial integrity, operational efficiency, compliance, and value-driven procurement practices aligned with LEAP Africa’s mission and donor expectations.

Key Responsibilities

Financial Management & Strategy

• Lead the development and execution of financial strategies aligned with organizational goals
  


• Oversee budgeting, forecasting, and financial planning processes
  


• Ensure timely and accurate financial reporting for internal and external stakeholders
  


• Manage cash flow, financial risks, and investment strategies
  


• Provide financial insights to support executive decision-making
  

Accounting & Compliance

• Ensure compliance with statutory, regulatory, and donor requirements
  


• Oversee audits (internal and external) and implement recommendations
  


• Maintain robust internal controls and financial governance systems
  


• Ensure proper documentation and record-keeping of financial transactions
  

Procurement & Vendor Management

• Develop and implement procurement policies and procedures
  


• Oversee sourcing, vendor selection, and contract negotiation processes
  


• Ensure cost-effectiveness, transparency, and compliance in procurement activities
  


• Manage vendor relationships and performance evaluation
  

Leadership & Team Management

• Lead, mentor, and develop a team of 7 professionals
  


• Drive a high-performance, accountable, and collaborative team culture
  


• Identify skill gaps and support staff development initiatives
  

Systems & Process Optimization

• Oversee the use and optimization of financial management systems (e.g., NetSuite, QuickBooks, SAP, Microsoft Dynamics)
  


• Improve financial and procurement processes for efficiency and scalability
  


• Leverage data and technology for reporting and decision-making
  

Requirements

Education & Certification

• Master’s degree in Finance, Accounting, Business Administration, Procurement Management, or a related field
  


• Must be a Chartered professional (e.g., ICAN, ACCA, CIPS, or equivalent)
  

Experience

• Minimum of 10 years’ experience in financial management and procurement
  


• At least 6 years in a progressive leadership role
  


• Prior experience in an international development organization or NGO is highly preferred
  

Technical Skills

• Strong experience in financial reporting, budgeting, and auditing
  


• Hands-on experience in procurement, contract negotiation, and vendor management
  


• Proficiency in financial systems (NetSuite, QuickBooks, SAP, Microsoft Dynamics)
  


• Advanced Microsoft Excel and strong MS Office skills
