Job Description - Safeguarding & Inclusion Officer

Summary:

The Safeguarding & Inclusion Officer (0–2 years experience) plays a critical role in upholding the integrity, safety, and equity of all Elela-Care programs. This position ensures that every initiative is grounded in rights-based principles, with a strong commitment to safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), gender equality, and disability inclusion. The officer will lead the implementation of safeguarding policies, support the development of safe and accessible program environments, and foster inclusive participation across all levels of programming. By building capacity among staff and partners, maintaining compliance with donor and legal standards, and contributing to risk management and reporting, the officer ensures that Elela-Care remains a trusted, accountable, and inclusive organization. This role is essential to protecting vulnerable communities and advancing equity in all program activities.

Responsibilities:

Lead the implementation of Elela-Care’s safeguarding and PSEA policies across all programs and sites
Ensure safe, confidential, and accessible reporting mechanisms are in place and actively used
Manage safeguarding cases in accordance with established protocols and timelines
Conduct regular risk assessments and develop actionable mitigation plans
Mainstream gender equality, disability inclusion, and youth inclusion in program design, delivery, and monitoring
Ensure all program activities, materials, and spaces are accessible and inclusive of marginalized groups
Promote the meaningful participation of women, girls, persons with disabilities, and youth in program processes
Deliver training to staff, volunteers, partners, and community members on safeguarding, PSEA, and inclusion principles
Support integration of safeguarding and inclusion into program planning, budgeting, and monitoring frameworks
Ensure compliance with donor requirements and legal standards related to safeguarding and inclusion
Collaborate with HR, MEAL, and Program teams to strengthen risk management systems
Contribute to safeguarding reports, audits, and learning reviews as required
