Description

Background

The Faith and Community Initiative (FCI) is a large, multi-country global health program being implemented under a World Vision–led consortium, with Catholic Relief Services (CRS) slated to lead implementation in Nigeria, Cameroon, and Indonesia. FCI’s goal is to support countries in building resilient, nationally owned health systems that sustainably deliver integrated HIV, TB, malaria, MCH, and nutrition services through strengthened community and frontline health worker platforms.  To achieve this goal, FCI has three key objectives: 
1) Strengthen Community and Frontline Health Worker Networks; 
2) Ensure that Existing Faith and Community-based Services are Well Coordinated and Integrated into Government Systems; and 
3) Transition to National and Sub-national Systems.  

To expand the availability and utilization of integrated health services, FCI will adapt and replicate a hub-and-spoke model using tools developed by Circle of Hope’s Community Post model established in Zambia, rapidly establishing and supporting hub-and-spoke facility networks to deliver integrated health services. Hub-and-spoke models will be expanded, and integrated into, existing health service delivery systems supported through national governments, faith-based organizations, and other civil society partners to strengthen local ownership, cascade MOH guidance and protocols to CHWs and FHWs, and ensure CHW and FLW are recruited, trained, and supervised through transition-ready health systems. Across countries, FCI emphasizes strengthening health systems (including digital data use and supply chains) and an intentional transition to sustainable, country-led ownership over time.

Job Summary:

The Technical Advisor II - Systems Integration will provide technical advice, guidance, and support to program design and implementation with a focus on information systems integration and use of routine program data, in line with CRS program quality principles and standards, donor guidelines, and industry best practices, ensuring that Nigeria FCI supported hub-and-spoke models are transitioned to existing health systems by the end of the project. The TA/II Sustainability will support government counterparts and implementing partners to strengthen interoperability, data quality, and use of information systems that support integrated service delivery, supervision, decision-making, and sustainability under the Nigeria FCI Project and enable evidence‑based planning and implementation. Your technical knowledge, advice, and guidance will contribute to the effectiveness and adaptability of CRS programming by strengthening alignment with national information systems and enabling evidence‑based planning and implementation.

The Systems Integration will also lead Nigeria FCI’s efforts to strengthen harmonized data collection and reporting, use of data for decision making, and the use of digital tools to improve efficiency and accountability. 

 

Roles and Key Responsibilities:

  • Contribute to the development and application of strategies, standards, tools, and best practices related to information systems integration, data quality, and use of routine program data.

  • Provide technical solutions to government counterparts and implementing partners, on applying program design and implementation standards, tools, and monitoring systems that support interoperability with national platforms.

  • Lead NigeriaFCI efforts to align data collection tools, reporting workflows, and indicators with national HMIS, eLMIS, and other Federal Ministry of Health–approved systems, where applicable.

  • Advise project teams on integrating donor and government informationsystem requirements into CRS program approaches, including reporting, dashboards, and datause processes.

  • Strengthen the capacity of CP staff, government counterpart, and implementing partners through development of learning agendas, trainings, mentoring, and coaching related to information systems, data quality, and use of data for decision making.

  • Contribute to knowledge management and learning by supporting analysis of program data, participating in routine reviews and data quality processes, and documenting lessons learned and best practices related to systems integration.

  • Establish and maintain working relationships with government counterparts, technical institutions, and peer organizations relevant to program data systems and digital tools.

  • Coordinate with monitoring, evaluation, accountability, and learning colleagues and in coordination with Health Systems Strengthening and Transition Leads, to ensure systems integration supports operational readiness, transition planning, and longterm sustainability.

 

Knowledge, Skills and Abilities

  • Demonstrated application of technical principles related to program data systems and information management.
  • General knowledge of related disciplines to support cross‑sectoral programming.
  • Proficiency in Microsoft Office, web conferencing tools, and information management systems.
  • Experience in mentoring, facilitation, and training using adult learning principles.
  • Experience with monitoring, evaluation, and use of routine data.
  • Strong relationship‑management, analytical, and problem‑solving skills.
  • Strong written and verbal communication skills.

 

Required Languages: Proficiency in English and fluent in the official language of the country. 

Travel: Must be willing and able to travel up to 25%.

Supervisory Responsibilities: No



Qualifications

Basic Qualifications

  • Master's Degree in information systems, public health, statistics, computer science, or a related is required.
  • Minimum of 8 years of relevant professional experience with progressive responsibility, including experience providing technical assistance on program systems or data management.
  • Experience contributing technical input to donorfunded project design and implementation.
