Document Controller

Purpose / Mission:

Establish and operate the project's document control system across all engineering, procurement, construction and commissioning phases of the 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. Maintain the integrity, accessibility and traceability of all project documents exchanged between the owner's team, the technology licensor, the integrated delivery partner, lenders, regulatory authorities and other counterparties.

Key Responsibilities:

• Establish, configure and operate the project's electronic document management system, covering all engineering, contractual, commercial, regulatory and HSE documentation.


• Define and enforce document numbering, revision control, status coding and approval workflows across the owner's team and external counterparties.


• Receive, log, distribute and track all incoming and outgoing project documents, including transmittals to and from the technology licensor, the integrated delivery partner, equipment vendors, lenders' independent technical advisors and Omani authorities.


• Maintain the project's master document register and ensure all document holders are working from current revisions.


• Manage the document approval cycle, ensuring timely turnaround between submission, review, comment and approval status across all disciplines.


• Support the preparation of document packages for major project milestones, including Final Investment Decision, lender due diligence, regulatory submissions and project financial close.


• Maintain the project's electronic and physical archive in line with the company's records retention policy and lender requirements.


• Support the discipline lead engineers and the Project Director with document retrieval, status reporting and audit trail evidence as required.


• Establish handover procedures for as-built documentation from construction into operations.

Requirements / Skills / Experience:

• Minimum 8 years' experience as a Document Controller on large heavy industrial capital projects, with at least one project of capex value USD 500 million or above.


• Demonstrated experience operating an electronic document management system across multi-party project environments involving owner, EPC contractors and technology licensors.


• Familiarity with industry-standard document numbering and classification systems used in oil and gas, petrochemicals, steel or power projects.


• Experience supporting project finance lender due diligence and audit processes is preferred.


• Middle East or GCC project delivery experience strongly preferred. Prior experience in Oman is an advantage.


• Strong attention to detail, organisational discipline and ability to maintain document integrity under high transaction volumes.


• Effective communication skills with engineering, commercial and external stakeholders.


• Ability to work within a small owner's team where each individual carries direct responsibility for their function.


• This position is open to Omani nationals only.

Required Education / Qualification / Training:

• Diploma or Bachelor's degree in Engineering, Information Management, Business Administration or related discipline (required).


• Certification in document control, records management or project information management (e.g., AIIM, IRMS) (preferred).


• Proficiency in industry-standard document management platforms (e.g. Aconex, ProjectWise, SharePoint, EDMS).
